Job Context:
∎ Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer, and Sufi with the aim of social and spiritual development of entire human community. DAM has been contributing for the betterment of the disadvantaged population through operating 35 institutions and also 8 sectors of development. Health Sector is one of the core sectors of DAM which has also been operating 7 institutions and 15 donor funded projects.
∎ DAM Health Sector is going to recruit a competent and self-motivated individual for the position of Team Leader of "Prioritized HIV Prevention and Treatment Services for Key Population in Bangladesh" Project implemented by Dhaka Ahsania Mission (DAM), funded by Global fund and principal recipient by icddr`b.
Job Responsibilities:
∎ Planning:
∎ Prepare M&E activity plans in accordance with the overall operational plan of the project
∎ Develop user-friendly monitoring tools to collect data during routine field activities by the field staff
∎ Arrange orientation to project staff on the monitoring tools and ensure all have equal understanding on the tools
∎ Conduct field test of the tools and finalize after getting feedback
∎ Update plans in accordance with monitoring data and other factors in the planning cycle.
∎ Ensure that the project activities are taking place in accordance to project plan.
∎ Set project indicators in accordance with the project objectives
∎ Bring notice of any deviation of the project to the Team Leader
∎ Keep close contact with the M&E and program team members of this project, field based staff and other project staff for collection of monthly data and compile those on regular basis.
∎ Check MIS of project so that the project management would be able to see the project progress and take corrective measures on right time.
∎ Supervision, monitoring, and implementation:
∎ Conduct field visit and routinely monitor the project activities and ensure that the field activities are in line with the project objectives.
∎ Allocate responsibilities to field staff members and provide necessary guidance to collect field data on a regular basis.
∎ Ensure that DIC/Sub-DIC/Outlet staffs are conducting BCC activities like one to one sessions, group meetings, etc. in the field with the targeted population with quality and standard.
∎ Monitor ongoing activities against inputs and outputs.
∎ Provide appropriate and supportive feedback to DIC/Sub-DIC/Outlet staffs.
∎ Data analysis and report generation:
∎ Ensure collection of the field data from field staff on a regular basis and compile and analysis those on monthly and quarterly and generate reports
∎ Provide necessary input to M&E officer to use MIS software
∎ Ensure collection of field data on regular basis and analyze those and generate reports to feed in to project for further improvement of service delivery.
∎ Share the compile reports and submit to Team Leader Project Management Team for their information and necessary action
∎ Ensure monitoring findings to DIC/Sub-DIC/Outlet staffs for their better understanding
∎ Conduct field visit:
∎ Make field visit as per plan and supervise field staff activities
∎ Conduct exit interviews of service recipients on service deliveries and address any burning issues
∎ Provide supportive supervision to staff on a regular basis and ensure that field data are accurate and authentic
∎ Assist the field team to develop a monthly activity plan considering the key factors of the field and the project
∎ Ensure that staff are maintaining ethical issues including confidentiality of service recipients
∎ Ensure staff are routinely conducting the field works matching with their work plan
∎ Observe field activities and ensure quality service deliveries
∎ Ensure the outreach activities training are held with the targeted community maintaining high standard
∎ Ensure BCC materials are properly used in the field and make distribution by the field workers
∎ Make note on the field visit and provide feedback to staff for improvement
∎ Prepare visit report and submit to Team Leader for necessary action
∎ Staff capacity building initiatives:
∎ Provide training and orientation to service centers staff on a regular basis and develop their skill and expertise
∎ Provide on the job trainings regarding field findings and ensure staff understand the routine project work
∎ Review field findings in the monthly staff coordination meeting at PMO and guide them appropriately
∎ Ensure staff has good understanding on target population and show respect and dignity to the marginalized populations like sex workers
∎ Ensure delivery of quality STI/GH and HTS services :
∎ Assist DIC Managers and Sub-DIC In-charge and support QAO to update clinical plans according to the guideline
∎ Provide support to quality of STI care is maintained at a high standard.
∎ Assist DIC/Sub-DICs teams to conduct STI sessions on a regular basis and clients are duly referred to DIC/Sub-DICs for treatment
∎ Ensure medicines and kits are available DIC/Sub-DICs and stored properly in the DIC/Sub-DICs store room
∎ Ensure confidentiality is maintained for all clients.
∎ Ensure 4C-s (counseling, compliance, contract tracing, condom promotion) are comprehensively provided by counselor.
∎ Check HTS report with HTS formats and submit to Team Leader.
∎ Comply with policies of Global fund/ICDDR, B:
∎ Ensure that DICs, Sub-DICs and outlets are adhering to all related polices of donor/ICDDR, B as outline in the project proposal/log frame and project agreement.
∎ Implement gender policies of Light House in working field
∎ keep close liaison with the M&E and program unit of ICDDRB and receive feedback from them.
∎ Problem-Solving Ability :
∎ Identify problems in the field of M&E issues and able to revisit the program.
∎ Able to involve the target population in the project cycle and address their need
∎ Able to handle huge data received from the field and generation of report
∎ Able to find out the root causes of problem and solve problems using participatory methods.
∎ Ability to present the field findings in a simple method
∎ Bring notice of the Team Leader any issues which cannot be addressed.
∎ Coordination with other staff of this project:
∎ M&E Specialist will have vertical relationship with other staff members (Program & Finance) of this project so that a team approach works well to achieve the project objectives.
∎ Perform other activities according to the need of Project:
∎ Studies and research
∎ Additional reports as required by project.
∎ Documentations of best practices/ case studies.
∎ Risk and Responsibility:
∎ M&E Specialist is responsible to his duties and tasks as outlined above.
∎ Ensure that all ethical issues of research are adhered
∎ Target group do not feel isolated, rather involving them in project cycle to get ownership.
∎ Quality of service deliveries remain high.
∎ Skills and effort:
∎ This position requires highly experience in M&E field handling quantitative and qualitative data
∎ Able to understand the dynamics on MSM/Hijra population
∎ Required skills in designing friendly users monitoring tools, handling huge data, highly skilled in using software packages like SPSS for data analysis, compilation and presentation, staff supervision, knowledge on Participatory rural appraisal methods, correct use of field data in the project cycle, etc.
∎ Able to prepare monthly/quarterly reports as per project need.
Additional Requirements:
∎ Age at most 45 years
∎ A total of 10 years' relevant experience, of which at least 5 years M&E experience. Experience in the field of HIV/AIDS would be an added advantage. Should have in depth knowledge of the dynamics of high risks population in the field of HIV/AIDS. Skills and experience in designing and developing log frame, M&E tools, data collection, analysis, compilation, and report preparation. Experience in conducting action research is preferred.
