Educational Requirements:
∎ Master's in Social Science, Development Studies or relevant discipline from a recognized University.

Job Responsibilities:
∎ Developing Effective Monitoring & Evaluation System:

∎ Develop M&E matrix, tools and technical standards of project in consultation with relevant Staff.
∎ Assist to designing effective Result Chain of the Programme.
∎ Develop tracking sheets for all activities of project, data validates and measures progress of the planned outputs.
∎ Support to Programme Management for develops monitoring plans and capturing quantitative and qualitative data.
∎ Reviews the existing data collection tools to ensure that are fit for purpose in terms of measuring progress against Result Chain indicators.
∎ Develop mechanism and tools to justify outputs and outcome to validate achievements.
∎ Compiling updated information, as and when required, on different key performance indicators (KPIs)
∎ Provide support to and monitor procedures including formats and record keeping systems, which support program overall and specific Objectives.
∎ Provide ideas based on field experience in improving project quality and further development of Agricultural Supply Chains and on M&E system for its effective implementation.
∎ Supporting and Developing Staff Capacity on M&E System:

∎ Organizing M&E training for the staff to enhance their capacity in M&E through a participatory process and mentoring support.
∎ Regularly attend in cluster meeting and update M&E activities, feedback sharing on data collection process.
∎ Mentoring and capacity building to PNGO M&E Officer on monitoring process (where applicable).
∎ Trained up to PNGO staff on effective data collection method, updated tools and process monitoring (where applicable).
∎ Providing support to the Programme Staff and Partners (where applicable) to ensure that they are regularly reporting the activity outcomes and impact of an intervention.
∎ Work closely with sub-sector team members to ensure Performance Monitoring Plans with appropriate methodologies and approaches (quantitative and qualitative).
∎ Support Programme team members in developing of key impact indicators, breakthroughs and incremental changes around each impact vision.
∎ Reporting and Data Management:

∎ Collect information from the Programme and Partners for the monthly output monitoring.
∎ Periodic data collection from the field, data authentication, compilation and analyze the report.
∎ Compiles quarterly, annually and project completion reports for the project.
∎ Contribute to prepare six monthly/annual progress reports for the Programme and the Donor.
∎ Internal study on different intervention and result sharing with Management.
∎ Database management of FHH, Lead Farmer, CNV, Entrepreneur, Skill Labor, Technology & Service Tracking, Demo and Piloting.
∎ Ensure computerized database including possible for managing and analyzing M&E information that Programme can use their regular Management decisions and further Programme quality improvement.
∎ Performance trend analysis of different project intervention.
∎ Disseminating the report finding during review meeting at Partner level as well as at Programme level (where applicable).
∎ Oversee the VSM operational activity and capturing periodic progress (where applicable).
∎ Support to M&E Specialist to implement project M&E strategy and reporting.
∎ Performance Monitoring of the Programme:

∎ Regular field activity monitoring and capturing results of the project.
∎ Lead the Annual HH Survey in working region, data validation and authentication in field level.
∎ Coordination with the multi stakeholder to capturing market information and knowledge sharing.
∎ Review commodity wise progress in aspect of supply chain.
∎ Identify, analyze present supply chain factors of the selected commodities considering differential market contextual analysis.
∎ Learning and Documentation:

∎ Provide supports to the Programme team members to prepare case studies to capture qualitative outputs of the project and writing reports.
∎ Synthesizes documentation and reporting of monitoring data, lessons learned and success stories from targeted areas for internal and external sharing.
∎ Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organization.
∎ Capturing best practices of the programme in collaboration with sector team members.
∎ Lead the application of Most Significant Change to enable reflection around and stories of impact.
∎ Others Activities:

∎ Support field work of the Baseline Study, Mid-term and End-line evaluation of the Programme by assisting the consultant.
∎ Coordinating activities among management staff of supply chain actors, the internal stakeholders and partners.
∎ Facilitating Training, workshop, session for internal and external stakeholders on M&E aspects.
∎ Assist in planning, designing and implementing project activity and compilation of quarterly action plan.
∎ Contribute to programme strategic plan on M&E aspects.

Additional Requirements:
∎ A minimum of 5 to 7 years' professional experience in Monitoring and Evaluation sector of food and nutrition security, livelihood projects. Experiences in working agriculture value chain, agri-business development and supply chain development programmes would be added value;
∎ Sound knowledge on quantitative and qualitative data collection methods;
∎ Ability to design, review and establish M&E framework;
∎ Organized and able to manage own time under guidance and direction from line-manager;
∎ Ability to use different statistical software in computers for data analysis;
∎ Excellent proficiency in English language;
∎ Proven skill in analysis of quantitative data and narrative report writing;
∎ Must ensure effective team alignment and coordination between operational and support functions to ensure overall performance;
∎ Ability to work in a team;
∎ Proven understanding on financial and operational aspects in agri-business.
∎ Proven ability to work in an intercultural environment
∎ Effective and efficient communication skills.
