Educational Requirements:
∎ Masters' degree in a pertinent field (for example: Geology, Urban and Regional Planning, Environmental Science, Computer Science, Statistics, Math etc.) and/or degree in relevant field.

Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Title : Management Information System (MIS) and Geographical Information System (GIS) - Specialist (1 position)
∎ Reporting to : Deputy Chief of Party - FFP Project and Head of M&E and Research
∎ Duration : The expected project period is through March 2021; start date in November/December 2019.
∎ Scope of Work: The MIS and GIS Specialist will develop, maintain and support wave based and/or mobile based data management tools integrated with GIS system. S/he will work closely with the DCoP, MEAL Manager, IT and other technical staff to provide successful management, design, and implementation of knowledge and information applications/ technologies. The MIS and GIS will also undertake and establish the developed system consistent with project activities in target areas. As a member of the FFP emergency response program team, this position will responsible for strategic guidance including quality implementation of FFP`s comprehensive and integrated MIS, as well as proper documentation of data and information at all levels of the projects.

Job Responsibilities:
∎ Develop, maintain and update FFP's comprehensive and integrated Management Information System (MIS) in line with its all program strategic objectives and requirement of the donor and management staff.
∎ Establish linkage with MIS system and environment, livelihood, cash transfer, MCHN and gender monitoring tools to analyse the outputs and/or outcomes of environment and gender activities
∎ Provide necessary consistent data/information to support preparing donor and management reports in time.
∎ Ensure compliance with data quality standards and maintain a fully auditable data trail for all M&E indicator figures that are reported.
∎ Develop Geographical Information System (GIS).
∎ Conduct trainings on MIS and GIS topics for relevant staff and develop operational/user guidelines/manuals to ensure quality MIS and GIS implementation
∎ Coordinate, collaborate and work closely to extend technical support and assistance to relevant FFP staff including other consortium and implementing partners in order to carry-out specific activities (e.g. micro grants distribution), program assessments, analyses and evaluations (e.g. Baseline, Mid-term, Annual Survey and Final Evaluation) on timely basis as per need.
∎ Develop the MIS related documents, plans, reports and related frameworks in support to make sure of the FFP's deliverables to USAID on timely basis.
∎ All other responsibilities as assigned

Additional Requirements:
∎ Demonstrated experience on development of comprehensive and integrated Management Information System (MIS) in line with different requirements using mobile based software
∎ Demonstrated experience on Geographic Information System (GIS) in line with different requirements with computer-based GIS packages (ArcGIS/QGIS etc.)
∎ Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (MSSQL Server, MS Access, SPSS/STATA etc.)
∎ Sound working knowledge on information technology; experience in the usage of office software programs (MS Word, Excel, Power-point, Visio etc.) and advance comprehension of spreadsheet.
∎ Programming knowledge for web development and mobile based programming.
∎ Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy and team work skills.
∎ Experience and skills in quantitative and qualitative research methods, survey design and implementation;
