Educational Requirements:
∎ Master’s degree in international development, Economics, Statistics, Business or other relevant field.
∎ At least 8 years of international experience in monitoring and evaluation; with preferably at least 2 years on a USAID-funded activity.
∎ At least 2 years of senior MEAL experience on a similar program (Livelihood, WASH, Market Linkage / or resilience).
∎ Prior MEAL experience on USAID-funded projects of a similar size and scope (over US$ 10M) in developing countries; experience in providing MEAL services on multi-sector, multi-year programs is desirable.
∎ Experience with USAID rules, regulations and requirements is preferred.
∎ Proficiency in spoken and written English. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
∎ Skills Required: Excellent leadership and interpersonal skills, Knowledge on virtual technolog

Job Responsibilities:
∎ Principal Responsibilities
∎ Lead quality MEAL system design, budgeting, and management of MEAL implementation involving tools and methods, appropriate to scope in line with donors.
∎ Lead the development of project-level Theories of Change, Results Frameworks, Programs related MEAL system tools and components, and accompanying MEAL narratives.
∎ Ensure quality data capture, input and quality data management, qualitative and quantitative analysis, reflection, and ongoing use of MEAL data results through respectful management of agreed processes.
∎ Monitor activities, including timely collection of quality data, set up and maintenance of databases, facilitation of participatory reflection on monitoring results, and submission of timely progress reports.
∎ Oversee capacity strengthening initiatives in conducting MEAL activities for FH MEAL staff and partners.
∎ Lead development of learning strategies, conduct training, workshops, and coaching.
∎ Conduct regular field visits to ensure all elements of the MEAL system are being utilized effectively, assessing, and identifying breakdowns and areas that require clarifications and improvements.
∎ Contribute to monthly reports and other ad hoc reports to meet donor and internal requirements.
∎ Supervisor Responsibilities
∎ Directly supervises the MEAL program staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include managing the data collection system, leading impact assessments and a learning strategy; planning and establishing the monitoring framework and; training and capacity building of the MEAL staff.
∎ Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.

Additional Requirements:
∎ Age at most 55 years
∎ Both males and females are allowed to apply
∎ Demonstrated computer-operating skills, including proficiency in Google platforms, Microsoft Office products, and virtual technologies such as Skype and Zoom.
∎ Ability to conduct data collection, analysis, and reporting of publishable quality.
∎ Ability to independently develop monitoring and reporting systems that include appropriate indicators, baseline data, and targets.
∎ Evaluate performance and produce timely, accurate, and complete reporting.
