Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Title : MEAL Manager (Monitoring Evaluation and Learning) (1 position)
∎ Reporting to : Deputy Chief of Party- FFP Project and Head of M&E and Research
∎ Duration: The expected project period is through March 2021; start date in November/December 2019.
∎ Scope of Work: The Monitoring, Evaluation and Learning (MEAL) Manager will be a core member of the team and will provide expert leadership and guidance to all monitoring, evaluation, accountability and learning components of the program in the Cox`s Bazar district within the Food For Peace (FFP) emergency response project which impact on the lives of the vulnerable host community people.
Job Responsibilities:
∎ The MEAL Manager will lead the development of a comprehensive monitoring, evaluation and learning framework and ensure appropriate implementation of all aspects of the monitoring, evaluation and learning performance plan throughout life of program/project.
∎ The MEAL Manager will be responsible for ensuring high-quality, relevant, and timely data is captured through this MEAL plan to be used for programmatic decision-making to improve the quality of interventions and outcomes of the project.
∎ S/he will coordinate closely with all relevant partners and stakeholders including the USAID, ACF and Implementing Partner (IP) to devise standard monitoring and evaluation mechanisms
∎ S/he is responsible for providing capacity development support to FFP team members including program and operation in the appropriate application of the tools and guidelines.
∎ S/he will design and develop a monitoring, evaluation and learning framework and information system including data collection on cross cutting issues such as cash transfer, gender, nutrition, food security, livelihoods, HFP, IGA etc;
∎ Coordinate with USAID, ACF, IP and relevant stakeholders to review, finalize and ensure approval of the Monitoring, Evaluation and Learning plan with full stakeholder involvement;
∎ Develop and implement the necessary guidelines, appropriate templates, and tools for conducting routine data quality assessment (DQA) using USAID prescribed format.
∎ Develop a standard online data management system for developing project participant database and manage the M&E evidence files (hard and soft copy) and corresponding log book, in order to organize and maintain effective data flow to track program targets, outcomes, and impacts.
∎ Generate periodic reports e.g. quarterly, bi-yearly and yearly MEAL narrative reports, results tables, and graphics for technical review and ensure that appropriate reports are produced on time and in a technically valid, high-quality manner
∎ Provide training to program staff as well as the consortium and IP staff on the MEAL framework, performance indicators, and data collection methods.
∎ Follow up to ensure that technical staff submit required data for all performance indicators in a technically correct manner that accurately reflects field realities and meets quality standards;
Additional Requirements:
∎ At least 5 years of work experience in relevant positions, at least 3-5 years in a supervisory or managerial role.
∎ Prior experience of working with USAID or USG programs/projects is highly preferred.
∎ Demonstrated experience in providing expert leadership and guidance across all aspects of designing monitoring, evaluation and learning frameworks and using information for effective implementation
∎ Demonstrated knowledge of standard processes and provisions relating to design, development and implementation of monitoring, evaluation and learning related operational mechanisms of non-government sector as well as donor funded programs;
∎ Demonstrated experience working with the FFP-MIS system and familiarity with the Indicators Performance Tracking Tables (IPTT) for reporting;
∎ High proficiency in relevant computer applications e.g. MS-Word, MS-Excel, MS-PowerPoint, Statistical Analysis tools e.g. STATA, SPSS, data visualization software and basic internet skills are required.
∎ The incumbent must be proficient in spoken and written English, likewise be fully fluent in spoken and written Bangla/ Bengali.
