∎ Master's degree in a relevant field such as M&E field in the development sector, social sciences, statistics, or related discipline.
∎ Professional certification in MEAL (PGdMEAL, MEAL D’Pro etc.) will be an added advantage.

Requirements:

∎ Minimum 5 years of strong leadership or management level experience in monitoring, evaluation, and learning within an international development context.
∎ Strong IT (Information Technology) or Computer Science Background and experiences of developing digital M&E system, project specific M&E data collection software with digital M&E tools and platforms, and the ability to drive their adoption and use
∎ Strong analytical and problem-solving skills, with the ability to interpret data and provide evidence-based recommendations. Also, Skills in operating SPSS, KOBO, ODK, and others.
∎ Excellent organizational and project management skills, with the ability to manage multiple tasks and meet deadlines.
∎ Strong communication skills, both written and verbal, with the ability to effectively present complex information to diverse audiences.
∎ Knowledge of relevant evaluation methodologies and statistical analysis techniques. Excellent understanding of MEAL including qualitative and quantitative program information and their relevance with overarching MEAL framework and systems.
∎ Experience in capacity-building and training facilitation.
∎ Strong interpersonal skills, with the ability to build and maintain relationships with internal teams, partners, and stakeholders.
∎ Advanced knowledge of Microsoft Office products (Word, Excel, PowerPoint, Teams and Outlook) and a general comfort level working with technology systems.
∎ Practical experience in developing ToR for base/endline survey, advising the develop the theory of changes etc.

Responsibilities & Context:
∎ Develop and implement the organization's M&E, accountability and learning strategy, aligned with its overall goals, synchronised with key program pillars, GJSI principles, DRR and CCA aspects and objectives through specific KPIs,
∎ Design and manage the M&E framework that encompasses performance indicators (PI) and aligns well with the organisational PI values, data collection tools, and methods for measuring program quality and success.
∎ Guide the project teams to develop an M&E plan for each project, outlining key evaluation questions, data collection methods, timelines, and responsible parties.
∎ Guide and extend support to project management teams to strengthen Partner CSOs implementing the projects to have a robust and practical M&E system and maintains alignment.
∎ Support the country team in developing the Theory of Change (ToC) and Logical Framework for the acquisition/proposal development process.

∎ We are seeking a highly skilled MEAL Manager to lead monitoring, evaluation, accountability, and learning (MEAL) initiatives for Helvetas Bangladesh’s country programs. This role plays a crucial role in the organization, promoting high-quality standards and the digitalization of the M&E system. The ideal candidate must have leadership experience in developing MEAL strategies, digitalizing M&E systems, and strengthening data-driven decision-making within international development program settings. This role involves overseeing data collection and analysis, enhancing accountability frameworks, and facilitating knowledge-sharing to improve program effectiveness including effective integration of GJSI, DRR and CCA aspects into MEAL cycle to measure the impact and progress of the organization's programs and projects.
