∎ Description of the position:
∎ The MEAL Coordinator reports directly to the DCR and is in charge of representing Tdh and of supporting the implementation of Tdh project in Bangladesh. S/he is responsible for MEAL staff management, coordination with programmes, finance, logistics and human resources, implementation of activities, project development, reporting, coordination with local Government authorities, and stakeholders and ensure security measures are followed my MEAL team.
∎ The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes, Tdh Child Protection Policy, Bangladesh laws, policies and constitution.
∎ Terre des hommes expects that its contractors` professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Job Responsibilities:
∎ Manages the MEAL team in Bangladesh. This team provides methodological and technical support to operations teams at different stages of the project management process by focusing on accountability to beneficiaries.
∎ Designs and implements the delegation's MEAL strategy and supervises all activities contributing to the Q&A of projects and programmes, providing support to the teams and partners involved.
∎ Directly supports teams by performing situation analyses, designing intervention strategies, capitalizing on lessons learned and creating the necessary conditions to inform, involve and communicate with affected populations and actors (accountability).
∎ Coordinates and supervises MEAL teams and takes responsibility for decisions and actions in the MEAL field, operating in coordination with the project teams.
∎ Ensures that the delegation's teams are given appropriate and effective methodological support consistent with the approaches, methods and tools used within the delegation in the MEAL field.
∎ Ensures that MEAL applies to and is an integral part of all Tdh departments, and that the MEAL department plays a support role for the rest of the organisation.
∎ Ensures that a consistent approach to MEAL is adopted in regional projects, large-scale projects and/or integrated programmes.
∎ Ensures that approaches such as gender equality, fairness and "do no harm" are respected in projects and programmes.
∎ Supports an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation's focus on quality and accountability.
∎ Helps to develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.).
∎ Is actively involved in operationalizing the action research process, in particular in the CLARISSA project (implemented at regional level in Bangladesh and Nepal).
∎ Specific Job Responsibilities:
∎ Strategic management:
∎ Leads the development and implementation of the delegation's MEAL approach and strategy in keeping with Tdh's policy and orientations (in coordination with the Deputy Country Representative, Field Coordinators and programme/projects managers).
∎ Takes responsibility for the quality of the methodological tools provided by the Q&A department in HQ to project/programme teams at Country level. Checks that conditions are suitable for their adoption by teams and monitors the progress.
∎ Helps collect and share lessons learned; supports a culture of openness and discussion where critical thinking is encouraged in order to learn from errors and continually improve actions.
∎ Ensures projects, programmes and MEAL/Q&A initiatives respect approaches such as gender equality, fairness and "do no harm". In particular, protects confidential data, applies the principles of informed consent, and protects children during the completion of projects in his/her area of expertise.
∎ Ensures the optimal allocation and proper management of the delegation's MEAL resources (including financial, logistical, technical and human resources).
∎ Ensures project and programme teams take part in monitoring projects and works towards optimal cooperation within the delegation in the MEAL and IM fields.
∎ Support to project and programme teams: Situation analyses, strategy, capitalization on lessons learned and accountability
∎ Provides direct methodological and technical support to teams and partner organisations while developing and writing Q&A sections in project proposals submitted to donors.
∎ Lead the development of ToR for: situation analyses, specific studies and investigations, organisation and management of strategic working groups (planning, multi-actor consultation, etc.).
∎ Ensures monitoring directives, methodological guidelines and tools are understood and implemented at Tdh.
∎ Monitors developments in the MEAL field while building the delegation's knowledge and capitalizing on lessons learned in this area.
∎ Helps develop and write sections on M&E indicators, budgets and organisational measures for project proposals.
∎ Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes.
∎ Provides support during the collection of data for programme indicators and programme steering summaries.
∎ Ensures monitoring tools are relevant and operate correctly.
∎ Informs the Project Managers and Coordinators of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
∎ Provides advice and methodological support during the recruitment of experts for M&E projects (by drafting terms of reference and recruiting and supporting consultants).
∎ Learning and training:
∎ Takes responsibility for building the MEAL skills of Tdh's programme teams, project teams and partner organisations by ensuring that the support provided to teams furthers their training (through mentoring) and by organising training sessions as needed, working in coordination with the Q&A regional technical advisor in Asia and the head office's Q&A unit.
∎ Use of M&E data:
∎ Ensures that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with HQ and donor requirements, especially with respect to institutional reporting.
∎ Internal and external networking:
∎ Takes part in discussions on MEAL with actors involved in this field in the country concerned.
∎ Takes part in discussions on MEAL and Q&A with Tdh teams in the zone concerned and/or head office.
∎ Helps roll out Tdh's Q&A strategy by, where possible, getting involved in specific files, in coordination with Asia region team and/or the Q&A Unit in HQ.
∎ Security and child safety:
∎ Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.
∎ Other:
∎ Accept new responsibilities as and when those are assigned by the line supervisor.
∎ Coordination and Representation:
∎ Represent Tdh at field coordination meetings.

Additional Requirements:
∎ Minimum of 5 years of work experience within the field of monitoring and evaluation and at least 3 years in similar leading position preferably with international non-government organizations and UN agencies in projects related to health, access to justice and migration in both development and emergency settings
∎ Strong understanding of participatory M&E methods and tools and experience in participatory assessment and community-based monitoring approaches
∎ Excellent analytical skills with solid knowledge and experience in research and M&E methods (qualitative and/or quantitative)
∎ Excellent in using computer, and quantitative (SPSS, STATA, KoBo, Excel) and qualitative software (Atlas.ti/NVivo) for data analysis
∎ Experience of working with or providing support to partners and/or a partnership model of working
∎ Demonstrable experience in the nurturing of organisational learning in programmes
∎ Proven facilitation and training skills with diverse audiences of NGO practitioners
∎ Proven understanding of the management of knowledge within NGOs or development organisations and an ability to link this to system development
∎ Experience in developing/guiding information management systems for large humanitarian programmes
∎ Clear understanding of Core Humanitarian Standards (CHS), emergency response, development projects and Nexus approach;
∎ Experience with capacity building of staff, and in convening and facilitating trainings and workshops
∎ Fluency in spoken and written English. Excellent writing skills demonstrated by a record of evaluation reports and publications
∎ Competencies:
