Job Context:
∎ JAAGO Foundation Trust is seeking a highly qualified Manager: Skills and Employment for the BIJOYEE project focused on Positive Youth Development (PYD) in partnership with CARE supported by USAID. The BIJOYEE is a multiparters project and expected to be a five-year program that aims to empower young people in Bangladesh to achieve their full potential through life skills training and employment opportunities, and to increase civic awareness and resilience to anti-democratic and violent extremist values among youth; strengthen youth participation in community improvements and decision-making processes; and improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities.
∎ This position will be based at Hub-office and will be responsible for identifying skill gaps, designing training programs, and collaborating with stakeholders to align skills with industry needs, facilitate job placement initiatives, support career development, and foster partnerships with participants.
∎ This position will supervise and guide the Officer-Job placement and Officer-Access to Finance and Entrepreneurship to complete the assigned proposed responsibilities for the BIYA project. The position is also responsible for conducting research, identifying key issues, influencing policies and public opinion, and engaging stakeholders to identify the gaps between required skills and job placement for youth career and entrepreneurship development. The position will maintain close relations with both registered and non-registered Youth-Led Organizations (YLOs) and Youth Serving Organizations (YSOs) for capacity building and training, and for the youth career and entrepreneurship development to improve organization`s performance, effectiveness, impact, and growth.
∎ The position will also be responsible for designing advocacy initiatives to mobilize stakeholders, enhancing youth leadership skills, providing guidance and assistance, and designing and implementing capacity-building programs. S/he will collaborate with Youth-Led organizations (YLOs), and community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.
∎ The Manager-Skills and Employment is responsible to work closely with YLO Development and Advocacy Manager, the Hub-Coordinator, Gender and Inclusion Specialist in maintaining a functional relationship with the project team and lead partner CARE to provide leadership, management oversight, and technical direction to meet the program outcomes.
∎ S/he will be responsible for all aspects of project implementation as per Details Implementation Plan (DIP) including program quality, evidence generation, and management of direct reports, and will also promote learning and innovation by adapting tools and systems, promoting data-driven, evidence-based actions, and building capacity to work in new ways.
∎ Qualified candidate with experience in USAID and other donor-funded project at national and international organization is encouraged to apply.
∎ The position will be based in Dhaka South/or Chittagong, Bangladesh. The position will require moving to project field locations as per the requirements.

Job Responsibilities:
∎ This position will supervise and guide the Officer-Job placement and Officer-Access to Finance and Entrepreneurship to complete the assigned proposed responsibilities for the BIYA project.
∎ Responsible for identifying skill gaps, designing training programs for youths;
∎ Identify the industrial needs in collaborating with stakeholders for placement initiatives to support career development, and foster partnerships with participants.
∎ Responsible for conducting research, identifying key issues, influencing policies and public opinion, and engaging stakeholders to identify the gaps between required skills and job placement for the youth career and entrepreneurship development.
∎ Collaboration and coordination with both registered and non-registered Youth-Led Organizations (YLOs) and Youth Serving Organizations (YSOs) for capacity building and training, and for the youth career and entrepreneurship development
∎ Execute responsibility for capacity development of youth and YLOs, and YSOs, and capacity-building of key staff, while monitoring technical soundness and reporting.
∎ S/he will be responsible for coordination at the Hub-field office of the JAAGO Foundation for smoothly implementing the project activities.
∎ Provide leadership in designing, developing, and implementing the strategy for resource diversification, and conducting training and workshops the topics include but are not limited to leadership and governance, financial management, people management, resource management, policy development, and organizational structure management.
∎ To identify the trainers and facilitators for the training sessions for the youth, YLOs and YSOs in each hub area.
∎ Support the Hub-Coordinator and Area Manager in ensuring achievement of strategic program objectives and intermediate results in collaboration with field staffs.
∎ Support the M & E team to set up IPTT, and implementation based on DIP.
∎ Participate at different level of project management forum including annual prep-workshop, activities designing workshop, and different level actors, etc.
∎ S/he will represent the JAAGO Foundation at different levels meeting including NGO and GoB in coordination with higher management of the JAAGO Foundation.
∎ Key responsible to coordinate with the MEAL team for program progress and to conduct the base line, end line survey, mid-term evaluation and final evaluation of the BIYA project,
∎ Ensure that guidance and learning for Youth, and Girl's empowerment program related to YDP's approach is applied for the implementation and design of operational strategies
∎ Ensure that project leverages all opportunities to contribute to BIYA's broader program goals
∎ Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of JAAGO's core values.
∎ Ensure that the project deliveries are achieved on time
∎ Ensure positive youth development approaches are embedded in all activities
∎ Contribute and ensure the donor reporting monthly, bi-monthly, quarterly and yearly as required.

Additional Requirements:
∎ Age 35 to 45 years
∎ 8-10 years of experience with donor-funded projects focused on economic and/or youth empowerment including soft skill development, capacity building training, sustainable livelihoods, and income generating opportunities, etc.
∎ Experience of USAID and other donor-funded projects at national and international organizations especially youth development programs.
∎ Qualification: Honor's/Master's in Social Science/Economics/Development Studies/Business Administration or in a related field.
∎ Proven leadership skills in building and managing cooperative, high-level relationships and motivating diverse teams.
∎ Experience in designing to enhance youth leadership skills, providing guidance and assistance, and designing and implementing capacity-building programs.
∎ Facilitation experience to the Youth-Led organizations (YLOs), and community organizations, enhance youth participation, and support the demands and rights of young people to facilitate program design and implementation.
∎ Extensive experience and/or technical knowledge of capacity building development particularly related to youth in Bangladesh.
∎ Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
∎ Demonstrate ability to collaborate across projects, be flexible, and creative and successfully lead the diverse team in development and post-conflict contexts.
∎ Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of JAAGO's core values.
∎ Ability to communicate effectively, instilling trust and confidence.
∎ Excellent interpersonal written and oral presentation skills in English and Bengali.
∎ Knowledge and understanding of USAID rules and regulations.
∎ Knowledge of Government Policy Priorities on Women and Youth Development
∎ Experience of working under the consortium/multiparters is preferred.
∎ Excellent verbal and written communication skills.
∎ Should have a good understanding of MS Office applications.
∎ Ability and willingness to travel as required.
