∎ JOB PURPOSE: At the Head Office (HO) level, Manager-Research and Special Project will be responsible for accumulating knowledge and evidence for project development and implementation design conforming to programme objectives and fostering innovative solutions to development problems. Provide strategic direction and guidance to field staff to operationalize Urban Development Programmes (UDPs) pilot and innovation projects and gather evidence to influence required result. The position will also dissemination of relevant knowledge/insights in platforms strategically aligned with UDP`s objectives.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Responsibilities:
∎ Identify research issues/questions/projects in consultation with the Urban Development Programme staff and document innovations, learning and good practices
∎ Document national and international best practices on innovations and solutions to urban challenges and other key emerging issues, with particular focus on climate change, food and water security, urban governance, and resilience
∎ Regular field visit and work closely the Programme Development (PD) team to conceptualise, design and develop new pilots/ innovation projects
∎ Conduct action research at regular intervals with a view of quick assessment and helping to improve the situation of UDP interventions
∎ Work closely with the programme operation team and provide insights support and knowledge gathering on pilot/innovation projects and emerging themes/issues for effective implementation and result
∎ Scanning literature and media for opportunities to engage and ensure review reports are prepared and shared with the relevant stakeholders on time
∎ Contribute to efforts to determine scalability/scale readiness of each of the field-tested innovations, and the policy requirements for bringing effective innovations to scale

Additional Requirements:
∎ Knowledge of demonstrated track record of peer-reviewed publications and of data synthesis and packaging for a variety of audiences
∎ Knowledge of current national and global development trends related to urban poverty and urban development, women empowerment, community organising and social mobilisation, rights-based approach, gender, good governance, access to information; SDGs;
∎ Knowledge of management, communications tools, qualitative and quantitative research tools.
∎ Excellent strategic thinking, leadership and people management skills
∎ Excellent decision making and problem solving skills
∎ Excellent communication, documentation, project design and proposal writing skills
∎ Knowledge of product development
∎ Minimum 5 years of relevant work experience is required
