Educational Requirements:
∎ Masters in Finance, Accounting, Business Administration or any other relevant subject from any reputed university with a professional training or degree on either finance or accounting that includes expertise on relevant computer programs.

Experience Requirements:
∎ At least 5 year(s)

Job Context:
∎ Contract Duration: One-year renewable contract with Waterkeepers Bangladesh (WKB), administered by BPI
∎ Contract Starts: As soon as possible
∎ Reporting to: Coordinator, Waterkeepers Bangladesh

Job Responsibilities:
∎ FINANCIAL AND BUDGETARY MANAGEMENT:
∎ To contribute to planning and budgeting of activities and ensuring the implementations are undertaken on time and within the laid budgets.
∎ To coordinate with the sectors under various budgetary heads and chargeable issues.
∎ To coordinate with the sectors and issues of donor's compliance.
∎ To coordinate with the sectors and issues of NGO Affairs Bureau's (NGOB) compliance
∎ To coordinate with the sectors and issues of administrative and commercial compliance
∎ To coordinate with the sectors to share budgetary updates and Budget Variance reports.
∎ To monitor and control miscoding issues to ensure compliances.
∎ To check budgets and provide necessary guidelines to the reporting authority or ensuring necessary compliances.
∎ To provide necessary guidelines to ensure timely processing of payments and relevant disbursements.
∎ To ensure project wise chart of accounts.
∎ To coordinate with sectors to rectify the reporting and charging problems and adjust accordingly.
∎ To coordinate and assist effective and efficient submission of donor and government reports.
∎ To be responsible for Expatriate Salary management.
∎ To monitor, review and control procurement requests submitted by sectors/units.
∎ To monitor and provide necessary guidelines with branch offices/grassroots to ensure pertinent compliances.
∎ To act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ To comply with the extremal audits of the finance and accounts.
∎ To contribute to developing new projects and budgets.
∎ ACCOUNTING MANAGEMENT:
∎ To control of the enforcement of cash payments rules.
∎ To ensure the sending of the monthly accountancy package to the Coordination.
∎ To ensure base accountancy (descriptions, accounting codes, financial lines, lettering, monthly exchange rate etc.).
∎ To lead the quarterly, semi-annual and annual accountancy disclosure with his administrative/finance team and under the supervision of the coordination authorities for Finances/ Administration. (accrual expenses, balance of holidays, situation of the debts, assets purchases, donation in kind, etc).
∎ CASH MANAGEMENT:
∎ To proceed and follow up the cash transfer according to the organizational manual and NGOB regulations.
∎ To manage the cash-flow at base level and ensure that banks and cash boxes are well supplied that comply with the required accounting systems.
∎ To monitor the security of funds and propose improvement of the internal cash transfer process at mission level to the Administrative/Finance Director.
∎ To follow up with the donor's strategy at field level.
∎ ADMINISTRATIVE FOLLOW UP
∎ To monitor the implementation of the administrative, financial and human resources rules and procedures
∎ To maintain the respective administrative calendar at all levels.
∎ To ensure completion of paper and digital filing, as well as securing administrative documents at all bases.
∎ To supervise the back up of all files at base level on a regular basis and ensure the filling of these documents
∎ LEGAL FOLLOW UP
∎ To follow up the evolution of the national laws and policies
∎ To prepare and control the tax payment (income taxes, VAT...)
∎ To ensure team management
∎ To supervise and train the finance team and the program teams regarding payment and financial management at the field level
∎ To do regular field visit for checking payment process in the field
∎ To ensure minimum staffing levels for the administrative/finance service during periods of absence (vacation, illness, etc.)
∎ REPORTING/COMMUNICATION
∎ To assist the reporting authorities with creating operation's proposals and drawing up financial reports
∎ To establish and maintain relationships with the administrative authorities at the local level
∎ To maintain relationships with other NGOs & INGOs, authorities and other partners when it is necessary
∎ To participate in meetings (directors, donors, authorities, NGO forum etc) and workshops relating to his/her field of activity and write up minutes to the reporting authority

Additional Requirements:
∎ At least 5 year(s) in any reputed non-government organization that has been working not for profit and enlisted to the NGO Affairs Bureau.
