Education
• Degree in HR or in a field, which is a related to didactical or educational psychology
• Essential Diploma in the field of HR, learning and development, organizational development.
• Relevant certifications in didactical/scholastic or teaching/facilitation desirable.
Experience
Working experience of at least 1 year in Learning and Development sector. Desirable previous working experience in MSF or other NGO in developing countries.
• Essential previous working experience of at least two years in relevant jobs.
• Desirable previous experience with MSF or other NGOs
• Well-versed with the employee life cycle and its related L&D processes is desirable.
• Experience in delivering basic level training courses based on adult learning.
• Proven collaborative, communication and networking skills.
• Flexible and situational leadership experience
Language
• Fluency in Written and spoken English Essential.
• Spoken Chittagonian and Rohingya are Desirable.

• Promote the learning and development mission specific strategy with related activities and tools.
• Implement the learning needs assessments logic within the mission by assisting the managers in execution of the process.
• Implement tools and monitoring system to enhance the application of learning within the mission.
• Give guidance to coordinators/supervisors/activity managers on L&D activities and tools.
• Develop / adapt / update training curriculum, training manuals, handouts and other training materials accordingly.
• Implement plan to enhance the capacities and expertise of Trainers within the mission.
• Facilitate and deliver training courses when required. MSF Section/Context Specific Accountabilities
• Acts as a technical L&D focal point at project level, providing advice, technical feedback and follow-up to ensure the quality and alignment of L&D activities with operational needs and objectives.
• Carries out learning needs assessment and feasibility studies to map out learning institutions available within the project location to provide line managers with actionable insights and tailored solutions.
• Ensures the proper documentation, filing and the compilation of records of training courses and learning programs and regularly shares them with the hierarchical and functional managers.
• Facilitate L&D briefings for new arrivals/ organize L&D induction program.
• Liaise with the HR Assistants to ensure training participants information are encoded on Homere.
• Implement and enforce the learning policy, organize periodic L&D policy sensitization session.
• Advise and support the line managers and employees in their understanding of the concepts of Performance Management, contribute to the development of their competencies to effectively implement performance management practices in alignment with OCA standards.
• Translate L&D tools to Bangla whenever required, Act as interpreter during training sessions on need basis.
• Support line managers in translating speciifc courses in Tembo to Bangla language to make it easy for staff with low level of English competency to study.
• Plan & facilitate LD/HR topics perioidically.
• Follow up the quality and impact of briefing and induction processes, collects data and suggest improvements to HRM & LDM if advisable.
• In collaboration with LDM, particpate in Intesectional L&D platform, look for synergy/exchanges with other OCs, and projects, in regarding learning & development.
• Co-facilitate ToT, FMC2 and other L&D realted trainings, support with application of learning follow up with line managers and participants.
• Follow the processes outlined in the Learning Policy to prioritise and respond to needs identified among the team, ensuring that they meet the projects’ operational objectives.
• Organize and coordinate the logistics and administrative activities needed for learning activities, such as distribution of materials, equipment requests, transport arrangements, lunch & refreshments, etc.
• Act as TEMBO focal point, conduct sensitization session, ensure new staff are briefed and introduced to Tembo, analyse Tembo usage data, and implement action plans to drive engagement.
• Oversee the setup and maintenance of functional learning stations and spaces, ensuring the availability of adequate learning materials. Collaborate with the Logistics and IT teams to provide necessary technical support, fostering an optimal learning environment.
• Provide support to line managers in accurately completing the Individual Detachment Planning documents at each phase and maintain an up-to-date mission detachment list, encoding detachments data in homere . Additionally, establish a follow-up process within one month of employees' return to monitor the application of their learnings and ensure effective implementation
• Ensure that all learning and development (L&D) initiatives are thoughtfully designed and implemented to reflect and uphold the principles of diversity, equity, and inclusion (DEI).
• Cultivate a supportive and inclusive environment where all staff members feel respected, safe, and valued, ensuring their active engagement and meaningful participation in learning and development activities.
This is a Permanent contract position. Salary according to level Level Eight (Level 8) of the internal MSF salary grid (BDT 108,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff. Others There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
