Job Context:
∎ BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox`s Bazar. Currently BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox`s Bazar. With the Support of Swiss Red Cross PMO-WASH is implementing SWM (Solid Waste Management) Program in Camp and Host community. The primary goal of solid waste management is reducing and eliminating adverse impacts of waste materials on human health and environment to support economic development and superior quality of life.
∎ Reportable to: Sr. Solid Waste Management (SWM) Officer
∎ Based in: Camp 15, Ukhiya, Cox`s Bazar
∎ Service status: BDRCS project-based contract.
∎ Duration: From 01/01/2023 to 31/12/2023 (With possibility of extension based on
∎ satisfactory performance and availability of funds)

Job Responsibilities:
∎ With guidance and support of the Sr. SWM Officer, ensure operationalization of the Solid Waste Management (SWM) system in camp 15, in line with set objectives and the required quality standards
∎ Ensure smooth operations of waste collection and transportation from selected Blocks of Camp 15 to the MRF as well as street sweeping and drainage cleaning.
∎ Manage the operations of the Material Recovery Facility (MRF) incl. waste collection, transportation, segregation, composting, and selling.
∎ Supervise the SWM field team, including waste collection supervisor, Waste collectors, Volunteers, Security guards.
∎ Ensure regular monitoring as per the monitoring and reporting plan for SWM operations.
∎ Regularly support the camp level SWM committee to be functional.
∎ Coordinate with WASH Manager. Snr. SWM Officer, Camp Officer, IFRC WASH Colleagues & other relevant personnel to optimize the SWM system.
∎ Coordinate with Camp in Charge, Site management, WASH focal, SWM partners, livelihood partners and other organizations to achieve project goals.
∎ Coordinate with WASH partners operating the waste disposal site adjacent to the MRF/Camp.
∎ Facilitate trainings/capacity development of supervisors and volunteers.
∎ Submit weekly MRF data into Kobo system.
∎ Conduct weekly planning meetings with the supervisor and regularly assist update action plan accordingly.
∎ Write weekly/monthly SWM reports and submit to line manager.
∎ In coordination with the Sr. SWM Officer, ensure adequate market linkages with scrap dealers to ensure that waste with value and compost can be sold at highest possible price.
∎ In coordination with the Sr. SWM Officer and the Finance Officer, keep detailed records and adequately document expenditures and revenue at MRF facility according to financial policy.
∎ Ensure the implementation of decisions taken by the WASH sector as per the guidance of Snr SWM officer.
∎ Participate in camp level meetings with different stakeholders as per guidance of the Sr. SWM Officer.
∎ Any other duties as assigned by the line manager.

Additional Requirements:
∎ Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills.
∎ Experience to work with Red Cross and Red Crescent (RCRC) will be an asset.
∎ At least 3 years of experience in community development WASH or Solid Waste Management (SWM) or related project(s).
∎ Proven experience in operational management.
∎ Good know-how in business economics and financial management.
∎ Good computer skills (MS Office and internet).
∎ Can adapt to local conditions (culture, language, geography).
∎ Willing to work and committed to local communities.
∎ Good coordination and leadership skills.
∎ Clear concept on solid waste management.
∎ Good reporting skills.
∎ Fluent in Bangla and basic English.
∎ Capacity to communicate in Rohingya/Chittagonian language is required.
∎ Team player, with the ability to coordinate and engage others and build good working relationships with internal and external stakeholders.
∎ Proactive and independent working style.
∎ He/she can work innovatively to develop and implement supervision and training activities that help expand community participation.
∎ Experience working in humanitarian emergency settings is an asset.
∎ An understanding of and commitment to BDRCS and RCRC movements mission and values.

Salary: Tk. 35000 (Monthly)
