Educational Requirements:
∎ Bachelor degree in e-Governance, IT, Computer Experience: Telecommunication, Engineering, Business administration or related field or a combination of a Bachelor Degree and professional experience (2+ years) in relevant areas

Job Responsibilities:
∎ Under the supervision of the FtFBITBEE Chief of Party and the Component Leader Component 2 "Improving Business Enabling Environment" the ICT Specialist will be responsible for conducting reviews and analyses of Government to Business (G2B) services with an overall aim to improve the ease the doing business in Bangladesh, reduce time and costs needed to obtain the service through digitization and improve user experience. He/she will be responsible for the following tasks:
∎ Provide ICT support and advice for implementation of activities related to streamlining and digitization of government services related to sub-objectives under Objective 2: Improved Business Enabling Environment.
∎ Make inventories and analyses of services, document their current state, considering the existing legal framework and situation of service provider, with sufficient detail to identify rework gaps, errors, duplication of effort, and process constraints, non-value-added activities.
∎ Identify the deficiencies in the business processes based on "AsIs" maps;
∎ Identify and map existing ICT solutions and service delivery channels
∎ Measure key-baseline parameters: i) time needed for applicants to comply through the regular (i.e., non-expedited) procedure; ii) annual number of service transactions and level of user satisfaction with the quality of service (disaggregated by gender)
∎ Study, document and present international best practices related to business processes undergoing re-engineering;
∎ In cooperation with the beneficiary institutions, identify re-engineering strategies for business processes through administrative and regulatory streamlining;
∎ Develop the "ToBe" maps for business processes and design of new business process models, in cooperation with the beneficiary institutions;
∎ As needed provide support for developing technical specifications for hardware
∎ Provide support during development of blueprints of
∎ As needed provide support technical specifications for software applications;
∎ Identify investment and procurement needs, prepare transition plans from "as-is" to "to-be" to facilitate implementation of new service delivery models
∎ Organize piloting of new service delivery models, participate in testing and stabilization of software applications
∎ Conduct training needs assessment and organize training for the staff of beneficiary institutions on new service delivery models
∎ Collaborate with other Team Members to prepare annual work plans, quarterly reports, annual reports, and ad hoc report.
∎ Support the M&E Specialist to develop and implement the M&E plan and the project M&E system.
∎ Other duties as requested.

∎ The ICT Specialist shall be responsible for working with the Component 1 lead Implementation of WTO TFA and Component 2 "Improving Business Enabling Environment", the M&E Specialist, the Gender Specialist and other staff in support of inputs relating to Objectives 2 for the following deliverables:
∎ Inventories of legal basis for business processes (primary, secondary and tertiary legislation);
∎ Inventories of business processes;
∎ Inventories of forms, data, guidance documents and information needed to comply with business processes;
∎ "AsIs" maps of all business processes represented according to BPMN 2.0 standard;
∎ Inventories of ICT solutions in;
∎ Analytical reports of service delivery channels;
∎ Key baseline parameters measurement reports;
∎ "ToBe" maps of all business processes represented according to BPMN 2.0 standard;
∎ Technical specifications of the ICT component(s);
∎ Procurement and investment s needs reports, change management plans
∎ Training needs assessment reports, training materials and training sessions for new business processes
∎ New service models piloting and software applications testing reports
∎ Other reports/documents as requested by the COP, Leader of Objective (2) "Improving Business Enabling Environment".
Additional Requirements:
∎ Experience: At least 5 years of professional experience in implementing e-governance projects, data policy, interoperability and enterprise architecture, business process engineering, and system designing process
∎ Language requirements: Proficiency in Bangla. Working knowledge of English
∎ Others: Strong communication skills, client-orientation, ability to work in a team; Professional ethics and honestly; Advanced ability to use information and communication technology (ICT) as a tool and resource; Experience in creating web-based management systems for government institutions is an asset
