Job Context:
∎ JAAGO Foundation Trust is seeking a highly qualified Hub-Coordinator for the BIJOYEE project focused on Positive Youth Development (PYD) in partnership with CARE supported by USAID. The BIJOYEE is a multiparters project and expected to be a five-year program that aims to empower young people in Bangladesh to achieve their full potential through life skills training and employment opportunities, and to increase civic awareness and resilience to anti-democratic and violent extremist values among youth; strengthen youth participation in community improvements and decision-making processes; and improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities.
∎ The Hub-Coordinator will work closely with the Program Lead, BIJOYEE project, JAAGO Foundation Trust in maintaining functional relationships with technical and implementing partners, and lead partner CARE to provide leadership, management oversight, and technical direction for the project activities carried out by the JAAGO Foundation Trust to meet the program outcomes.
∎ S/he will also report the monthly, quarterly, half-yearly, and yearly project progress to the Program Lead, BIJOYEE project, JAAGO Foundation Trust in coordination with the technical, financial, and project teams while maintaining the functional reporting supervisor of CARE. S/he will coordinate with the Finance and Admin Manager, Area Manager, Hub MEAL Manager, Manager Skills and Employment, YLO Development Officer, Advocacy and Campaign Manager, Grassroot YLO Development Manager, Civic Engagement Specialist, Innovation Grant Officer, MIS and documentation officer following the compliance of USAID and CARE to implement the project as per Details Implementation Plan (DIP). S/he will represent the JAAGO Foundation during high official field visits, project coordination and workshops, etc.
∎ S/he will be responsible for all aspects of project implementation as per the Details Implementation Plan (DIP) including program quality, evidence generation, and management of direct reports, and will also promote learning and innovation by adapting tools and systems, promoting data-driven, evidence-based actions, and building capacity to work in new ways.
∎ Qualified candidates with working experience in USAID projects at national and international levels are encouraged to apply.
∎ The position will be based in Dhaka South/or Chittagong, Bangladesh. The position will require moving to project field locations as per the requirements.
Job Responsibilities:
∎ Execute responsibility for oversight of program activities, management, and capacity-building of key staff, while monitoring technical soundness and reporting.
∎ S/he will be responsible for the coordination and management of the Hub-field office of the JAAGO Foundation Trust under the BIJOYEE project.
∎ Support the Program Lead, BIJOYEE project, JAAGO Foundation Trust, and functional reporting line management of CRAE in ensuring the achievement of strategic program objectives and intermediate results in collaboration with technical and project staff and consortium partners.
∎ Support the M & E and project team to set up IPTT, and implementation based on DIP in consultation with the Program Lead, technical, and project team of the BIJOYEE project.
∎ Participate at different levels of project management forums including annual prep workshop, activities designing workshop, and different level actors, etc.
∎ Regular budget monitoring with the help of the finance and grants team of JAAGO Foundation Trust to smoothly implement and deliver the project activities timely.
∎ S/he will represent the JAAGO Foundation at different levels meetings including NGO and GoB in coordination with higher management of the JAAGO Foundation Trust.
∎ Key responsible for coordinating with the MEAL team for program progress and conducting the baseline, end-line survey, mid-term evaluation, and final evaluation of the project,
∎ Supervise and manage a pool of technical experts to ensure that the TA provided is of quality and provided in due time during the planning, implementation, and monitoring phases.
∎ Ensure that guidance and learning for Youth, and Girl's empowerment program related to YDP's approach is applied to the implementation and design of operational strategies
∎ Ensure that the project leverages all opportunities to contribute to BIJOYEE's broader program goals
∎ Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of JAAGO's core values.
∎ Ensure that the project deliveries are achieved on time
∎ Ensure positive youth development approaches are embedded in all activities
∎ Assist the Program Lead, Manager-M & E in monitoring, evaluation, and reporting functions as required.
∎ Contribute and ensure the donor reporting monthly, bi-monthly, quarterly, and yearly as required.
Additional Requirements:
∎ Age 35 to 40 years
∎ 8-10 years of management/senior management experience with donor-funded projects focused on economic and/or youth empowerment including soft skill development, sustainable livelihoods, and income generating opportunities, etc.
∎ Proven leadership skills building and managing cooperative, high-level relationships and motivating diverse teams.
∎ Extensive experience and/or technical knowledge in designing, managing development projects and activities, particularly related to youth development in Bangladesh.
∎ Demonstrated experience adapting project implementation and activities to achieve objectives and targets as needed.
∎ Demonstrate ability to collaborate across projects, be flexible, and creative and successfully lead an intercultural team in development and post-conflict contexts.
∎ Create an enabling working environment that encourages open and honest communication, between all levels of personnel, based on mutual respect within the spirit of JAAGO's core values.
∎ Ability to communicate effectively, instilling trust and confidence.
∎ Excellent interpersonal and written and oral presentation skills in English and Bengali.
∎ Knowledge and understanding of USAID rules and regulations.
∎ Knowledge of Government Policy Priorities on Women and Youth Development
∎ Experience of managing consortium partners is preferred.
∎ Excellent verbal and written communication skills.
∎ Should have good understanding of MS Office applications.
∎ Ability and willingness to travel as required.
