∎ Project description: Since August 2017, hundreds of thousands of women, children and men have fled violence in Myanmar and crossed into Bangladesh. The newly arrived people came to Cox`s Bazar district with very few belongings, have no access to income sources, and struggle to provide for the minimum levels of food and other essential needs and services for survival. This is one of the largest and most complex crises in the region. The Bangladesh Red Crescent Society (BDRCS) with support of the International Federation of the Red Cross (IFRC) and Partner National Societies (PNSs) is implementing a large "Population Movement Operation" (PMO) to respond to the needs of the new arrivals and host communities.
∎ Under the PMO, BDRCS in partnership with the Swiss Red Cross (SRC), is implementing a project entitled "Primary and Environmental Health in Host and Guest Communities of Ukhiya Upazila" for improving the personal and environmental health and well-being of the displaced population from Rakhine State and host communities in Ukhiya through (1) the provision of health, protection and nutrition-related services at five primary health centers, (2) the establishment of a solid waste management system including two Material Recovery facilities (MRF) in camps and host communities to mitigate environmental health risks, and (3) community engagement and outreach work for improved health and environmental literacy.
∎ The project currently operates three Primary Health Centers (PHC) in Cox`s Bazar and planning to establish two additional PHCs. The PHCs provide a range of health services that include general health (OPD), MNCH, family planning, normal deliveries, immunization, menstruation control, post abortion care, PSS, nutrition screening and counselling. ∎ Purpose of the position: To ensure the smooth running of five PHCs by coordinating all service providers. Adequate collaboration with BDRC, DGHS, UN agencies, INGOs, PNSs and Swiss Red Cross for quality implementation, supervision and monitoring of the project.
∎ Strong emphasis will be put on setting up and consistently improving the solid waste management (SWM) component in camps and expanding them to host communities.
∎ Ensure adequate implementation and further improvement of community engagement and outreach plan.
∎ Key Role:
∎ Under the direct supervision of Deputy Director at BDRCS PMO, the HEC will be responsible for implementation, improvement, expansion and consolidation of the SRC funded project. The position will work closely with project management team of BDRCS and SRC and maintain strong coordination with all partners of PMO, other PNSs and partners of PHC, SWM and Outreach components.

Job Responsibilities:
∎ Project Implementation and Progress Monitoring:
∎ Ensure continuous monitoring, quality and timely implementation of all activities.
∎ Plan and carry out with the program team members, volunteers and community mobilizers, the tasks to improve Health and SWM support for guest and host communities.
∎ Ensuring all interventions are implemented, monitored and reported correctly to all key stakeholders.
∎ Support the operational and financial management of the PHCs (health component) and MRFs (waste management component) in the guest and host communities, ensuring the specific project deliverables are met.
∎ Ensuring effective utilization of project budget keeping the overall goal and objectives of the project.
∎ Develop an internal appraisal system and utilize the same for regular performance appraisal.
∎ Regularly visit the project areas, plan and monitor activities during implementation, expansion & consolidation phases of the entire length of the project.
∎ Conduct regular awareness campaigns, clean up campaigns across sectors and communities involved in the health and environment project.
∎ Create a positive environment among the team members so that multidimensional team including PMO and SRC sub delegation can demonstrate their full potentiality.
∎ Reporting and Documentation:
∎ Prepare good quality reports and evidence-based documentation of project activities including case studies with evidence, success stories and stories of failure / learnings.
∎ Support development of appropriate IEC Materials.
∎ Collect, collate and analyze data to track progress or the lack of it and ensure correctives in the event of latter.
∎ Support the program team, volunteers and mobilizers to effectively assess, design, monitor and report on project activities regularly.
∎ Teamwork:
∎ Work closely with the program team members and BDRCS PMO colleagues related to Health and WASH.
∎ Assist the project team in ensuring and following the community engagement and accountability process and protection, gender and inclusion while implementing any activity.
∎ Work closely with SRC for assessment, project planning, implementation, supportive supervision, monitoring and reporting processes.
∎ Leadership and Capacity Development:
∎ Guide and supervise PHC Officers, SWM staff, Camp Mobilizers, Volunteers, Doctors, Midwives, and Nurses for quality implementation of the projects.
∎ Provide regular technical support with guidelines and SOPs on Health, SWM, and Outreach activities to the field staff.
∎ Build capacity of PHC Officers, Community Health Facilitators, SWM team as per need of the project.
∎ Perform any other work-related duties and responsibilities that may be assigned by the line manager.
∎ Coordination:
∎ Closely coordinate all PHC stakeholders/service providers to ensure complementarity and synergy of services.
∎ Maintain close coordination with SRC and movement partners' / IFRC counterparts/teams.
∎ Coordinate with CiCs, Site Management team, and Sectors and contribute in coordination meetings at camps and Cox's Bazar.
∎ Coordinate, supervise and mentor all Health and SWM activities in the camps as well as the host communities and build sustainable linkages with all stakeholders including government agencies.
∎ Liaise with Government bodies, UN and I/NGOs & community groups.

Additional Requirements:
∎ Working Experience Requirements: At least 7 years working experience in the field of health and/or WASH/SWM in which 3 years of management experience (managing at least 5 staff directly) is a requirement for this position as it necessitates a high degree of coordination of different stakeholders and guidance of staff. Working experience in the field of emergency response and in the Rohingya crisis context is an advantage.
∎ Skill Requirements (in addition to abovementioned):
∎ Candidates must be self-starters and professionally competent.
∎ Knowledge on both health and SWM are a must.
∎ Applicants must have proven skills as managers, i.e. being direct line manager of at least 5 persons.
∎ This position requires coordinating a high number of different stakeholders. Hence, strong coordination skills are required.
∎ Candidates must be skilled in leading and working in a multi-faceted team.
∎ Candidates must to be proficient in English in both written and spoken.
∎ Applicants must have high project planning skills (i.e. developing and following-up on detailed activity/implementation plans and workplans)
∎ Candidates must be highly skilled in quality narrative and numeric reporting.
∎ Must have good documentation and communication skills.
∎ Good computer literacy in MS Word, PowerPoint and Excel is a must.
∎ Knowledge of digital data collection (e.g. Kobo) is an advantage.
∎ Community mobilization experience will be considered as an asset.
∎ Training and facilitation skills are highly desirable.
