Educational Requirements:
∎ Master of Business Administration (MBA)
∎ MBA with major in Marketing/Finance, or Master's in English, Public Administration, Economics, International Relations from reputed public/private universities.

Job Responsibilities:
∎ General Administrative:
∎ Plan and track SHN administrative activities with SHN Senior Leaders and Partners in order to evaluate needs for implementation, and keep the CEO informed of all problems or constraints encountered or expected during implementation
∎ Oversee day-to-day operations at HQ and build a system to reinforce a central control (including asset management) over the network operations.
∎ Develop organizational policies and ensure strict compliance
∎ Manage administrative budgets and monitor operating expenses.
∎ Negotiate contracts and agreements with vendors and keep them updated under a legal framework and in the best interest of the Company.
∎ Maintain relationships with relevant GoB (including the regulatory and other law enforcing bodies) and other stakeholders.
∎ Ensure Safety, Security and Safeguarding protocols across the network
∎ Secure and renew all types of licenses for the HQ and the clinics
∎ Procurement & SCM:
∎ Lead the procurement functions in strict compliance with the procurement policies in procuring drugs, medical supplies, commodities, office equipment, computers and office supplies.
∎ Ensure technical evaluation committee (TEC) meetings and ensure quality control of scoring sheets, evaluation summaries, and memoranda of negotiation.
∎ Oversee vendor relationships and ensure timely procurement of all goods and materials that meet SHN's quality specifications at a competitive price.
∎ Ensure that all SHN procurements meet the rules, regulations, and policies of SHN and donors, for example, USAID.
∎ Information Technology:
∎ Guide the IT manager in the development and implementation of IT policies and necessary compliant protocols.
∎ Oversee all IT systems that support uninterrupted connectivity across and respond to emergencies immediately.
∎ Others:
∎ Work with SHN CEO, divisional heads, board, and other SHN staff to establish, implement and modify SHN policies related to General Administration, Procurement, IT, Safety & Security.
∎ Roll out administrative and operational guidelines that include General Administration, Procurement, IT, Safety & Security etc. across the network.
∎ Ensure adequate and timely support to Clinical Services Team in line with all administrative and operational activities at the HQ level and Clinic level.
∎ Performs other duties as required/advised by the supervisor.
Additional Requirements:
∎ Age at least 35 years
∎ Must have a demonstrable understanding of USAID rules and regulations regarding procurement, subcontracting, administration, travel, and property management.
∎ 8-14 years of operational and administrative experience, preferably in health service operations management, with at least 5 years in a leadership role.
∎ Experience with the implementation of business conduct plans, fraud prevention, and detection, and investigations strongly preferred
