Job Context:
∎ JOB PURPOSE: In this role, you will be participating in the development of global procedures in grant management, and actively promoting the application of those procedures toward an efficient and effective grant management function within the Bangladesh Head Office. The role has four main aspects to it:
∎ 1. Work within GRP Grant Management team to develop key policies, procedures and tools for grant and sub-grant management across BRAC Bangladesh,
∎ 2. Advise, develop and build capacity of the Programme grant management function in line with complexity of portfolio;
∎ 3. Practice active risk management by monitoring key performance indicators and grant metrics within Programmes for senior management within BRAC Bangladesh on overall portfolio health;
∎ 4. Directly and operationally manage a high-risk, multi-sector grant portfolio of BRAC Bangladesh.
∎ The role offers a leadership opportunity for you- an individual experienced in grants management, change management and people management. It requires an individual capable of providing direct supervision and technical dotted-line leadership to a dynamic team responsible for the management of the BRAC Bangladesh portfolio of grants currently valued at $371M. This position will work in close partnership with colleagues within GRP and with all Programme teams to ensure a smooth end-to-end process from proposal development to donor contract review to grant close out planning and to build overall BRAC Bangladesh capacity to deliver quality projects that are grant funded. In the event of a major humanitarian emergency inside Bangladesh, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
∎ SAFEGUARDING RESPONSIBILITIES
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme`s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Responsibilities:
∎ Support the Director of Grant Management, GRP in the creation of global policies, procedures and tools relevant to Grant Management including representing Bangladesh views and perspectives to refreshed grant and sub-grant management procedures.
∎ Support the Director of Grant Management in the embedding of the Grant Management function within and across the Bangladesh Head Office. To be done through deliberate and tailored capacity development plans to Programmes.
∎ Develop strong relationships across BRAC Bangladesh; provide direct supervision and dotted line supervision and support to BRAC Bangladesh Grant Focal Points including:
∎ -Direct supervision of GRP Senior Grant Manager
∎ -Direct supervision of the GRP Grant Manager
∎ -Support recruitment of Grant Focal Points within Programmes
∎ -Provide technical input into Grant Management Staff and Focal Points, either through formal performance objectives or softer coaching
∎ -Input into formal performance evaluations or give feedback through softer coaching techniques
∎ -Provide regular, ongoing support to Grant Focal Points
∎ -Directly manage the Bangladesh Grant Focal Point Community of Practice (COP)
∎ Build a high performing grant management team across BRAC Head Office through regular and ongoing capacity building and donor compliance advising to GRP and Programme Grant Management staff through:
∎ -On-the-job training support to select Grant Focals
∎ -Workshops on select, strategic topics alone or in collaboration with other Departments
∎ -Acting as a real-time advisory capacity = for grant management queries and issues
∎ -Facilitation of sharing grant management capacity across Programme and sites to promote opportunity and learning
∎ Support Director to convene all Bangladesh Grant Management staff regularly and govern the COP for BRAC Bangladesh
∎ Ensure that key staff (including downstream partners) have a clear understanding of donor compliance requirements throughout the project management cycle. This includes serving as an internal control function for BRAC Bangladesh Programmes through:
∎ -Review of donor solicitations from a compliance perspective
∎ -Review of high value budgets from a compliance perspective
∎ -Review of donor contracts
∎ -Support Finance and Programmes with preparation for, and management responses to grant specific audits
∎ -Serve as compliance helpdesk
∎ -Support operationalization of Sub-Grant Management procedures through central reviews/approvals of Downstream Due Diligences as well as sub-grant contracts.
∎ Oversee the direct management of BRAC Bangladesh's high-risk, multi-sector grant portfolio through application of grant and sub-grant management procedures.
∎ Support the training and adoption by BRAC Bangladesh Grant Focals of the Grant Management System; ensure that system is effectively maintained and up to date for all grants and sub-grants including authorization and document retention.
∎ Analyze Bangladesh-specific grant portfolio data for quarterly dashboards, high level monthly reviews, set up and monitor grant KPIs and produce management reporting for senior management.
∎ Work in collaboration with other Departments to ensure grant management inputs to key processes including, inter alia, cost allocation, timesheets, audit responses.
∎ Ensure that grant management processes include consideration of key organizational priorities (Gender and Inclusion, Safeguarding).

Additional Requirements:
∎ Proven track record of active contribution to senior management team direction, and providing strategic support across multiple sectors and/or regions.
∎ Extensive experience with NGOs with increasing responsibilities including proven experience of establishing and running the grant management function in the field.
∎ Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management, and reporting; experience of engaging with donors at a strategic level (UNHCR, USAID, GAC, DFAT, DFID).
∎ Donor compliance knowledge and experience in dotted line management.
∎ Well-developed skills in staff management.
∎ Proven coaching and capacity building skills.
∎ Understanding of the financial aspects of grant management, ability to work with Finance Departments on grant management issues.
∎ Strong attention to detail, problem solving skills, and ability to analyze trends.
∎ Computer literate (i.e. Google Suite/ Word, Excel, Outlook, Internet Explorer, financial systems)
∎ Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure.
∎ Fluent communication (written and spoken) in English and Bengali.
∎ Demonstrated ability to manage change in complex organizations.
∎ Knowledge of BRAC, its history, and its Programmes and culture desirable.
∎ 10+ years experience in development or related field having core experience in grants management as well as in change management using global standard grant management tools and procedures.
