Job Context:
∎ Background: The Head of Finance will be responsible for all aspects of operational finance in Bangladesh Office, as well as support in the development and implementation of strategies to manage financial risk and planning. The Finance function is complex and demanding unit, serving multiple stakeholders with a variety of needs, in a high risk environment. The successful leadership of this function requires a dynamic, collaborative, experienced and innovative individual. The post holder will play a key role in the effective running of the finance functions, with the support of over 10 finance staff.
∎ Acting as a close business partner to the Country Director s/he will be responsible to analyze and interpretation financial trends and providing potential solutions to limit exposure and maximize opportunities. S/he will also be responsible to provide accurate and complete financial information through ensuring compliance with the end to end accounting processes. As the custodian of the financial resources of donor funding, the post holder will also ensures that contracts are properly accounted for and pass internal and external inspection.
∎ Eligibility, Location and Duration: This position will be based at WorldFish`s Country Office in Dhaka, Bangladesh. Interviews are expected to be held in June 2020 and only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence on July 2020 for an initial three (3) years fixed term contract, with the possibility of contract renewal depending on performance and funding availability.
Job Responsibilities:
∎ Manage the financial month end process, including the review and monitoring of all accounting transactions and adjustments (accruals, deferrals and provisions), manual journals and payments. This is to ensure all financial information is accurate, complete and timely.
∎ Oversee the reconciliation of all relevant accounts and ensure that this is completed to global standards through close collaboration with the global Financial Controller.
∎ Oversee all project activities to ensure the financial information at project level is captured consistent, accurately, timely and in line with donor agreements and internal policies. Ensure timely provision of information to meet donor requirements and internal reporting needs.
∎ Review actual against budgeted expenditure targets for all projects, identifying and manage under/overspend or the risk of it, particularly staff time. Review all donor financial reports prior to submission to the global financial controller.
∎ Provide financial information, analysis and solutions which supports the Country Director other stakeholders in making good business decisions.
∎ Effective risk management through close collaboration with the global Risk and Compliance Lead to ensure that all aspects of financial risk are managed rigorously.
∎ Ensure financial business processes are kept up to date, documented and communicated to staff in collaboration with the global financial controller. Provide formal and informal training to ensure both finance and non-finance staff understand not only the needs of the organization, but how to deliver them.
∎ Manage day-to-day relations with the local bank and update of bank related mandates and records. Lead on treasury and cash flow management cash flow management.
∎ Review and approval of local tax and other statutory returns ensuring compliance with relevant authorities.
∎ Identify opportunities for system improvement and work collaboratively with global leads in the development and delivery of these initiatives.
∎ Actively engage in existing annual project budgeting processes and the development of new projects (both in Bangladesh and WorldFish Headquarter in Penang, Malaysia) to ensure Bangladesh core staff and fixed costs are adequately covered.
Additional Requirements:
∎ Qualified Chartered Accountant from an internationally recognized body such as ACCA.
∎ Minimum 10 years' of progressive post qualification experience.
∎ At least 3 years working in a similar senior controllership role, delivering at a high standard.
∎ Experience working in an accounting role within a donor funded organisation.
∎ Excellent working knowledge of a financial ERP system such as Oracle or SAP.
∎ Good working knowledge of MS Excel, PowerPoint and Word.
∎ Experience leading a diverse team across geographical borders.
∎ Excellent command of English language - both written and verbal.
∎ Able to relay complex financial information to non-finance colleagues in a manner easily understood by all.
∎ Be highly analytical and able to solve complex problems.
∎ Organized and forward thinking; seeking continuous improvement in systems and processes.
Salary:
∎ This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 2,658,862 - BDT 3,082,350 per annum. WorldFish NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension / provident fund contribution.
