Responsibilities & Context:
  • Democracy International (DI) is seeking to hire a Grants Officer for the USAID funded Responsive Local Governance (RLG) Activity in Bangladesh. The goal of the Activity is catalyzing change within Bangladesh’s local governance system necessitates investment to strengthen Local Elected Government Institutions (LEGI) capacity, improve civil society and citizen participation in governance structures, and bolster multisectoral coordination for quality service delivery. The specific objective of this Activity is to develop LEGIs as an effective, responsive, inclusive, and accountable institution to address social issues and provide quality basic services to the most marginalized. This is a full-time position based in Rangpur. This position is only open to the citizens of Bangladesh.

Essential Job Duties:

  • Assist programmatic and financial aspects of grants awarded through the project.

  • Assist to oversee the grants application process, selection procedures, direction and reporting.

  • Collect and review the invoices against milestone from grantees and process payments.

  • Build the capacity of potential grantees organization to ensure successful grant project implementation and sustainability activities.

  • Assist to review and analyze budget estimates discerning reasonableness, consistency and whether expenses are allocable and allowable.

  • Assist to track and review grants and contracts through the payment cycle, ensuring compliance with USAID agreements and DI policies.

  • Prepare the monthly grantees financial projection, manage the budget and cash flow.

  • Assist to review and oversee the internal reports, annual implementation plan and monthly reports.

  • Assist to ensure post-award management is in accordance with relevant regulations, including but not limited to reporting, audits, grants modification, close-out etc. in accordance with USAID policy and procedures.

  • Maintain the grants related all files in orderly fashion.

  • Other similar tasks and responsibilities that DI might reasonably request.

Reporting:

  • This position reports to the Program Manager.
