Job Context:
∎ The overall purpose for this position is to ensure close liaison & stronger relations with the Government administrations & different government departments in the district, Sub-district, union, ward & camps level for smoothen our operations in the host communities and camps set up in Cox’s Bazar, Ukhiya and Tekhnaf. S/he will also closely work with National office Government liaison department for better collaboration in works and thus, to have and maintain good work relations with NGO AB.
∎ The position will facilitate supports to Operations Director to implement programs in the host community and camps as aligned with the Bangladesh Government standards and thus, manage quality programs and documentations.
Job Responsibilities:
∎ Support the operation Director in Liaison with the DC / UNO / RRRC / NGO Affairs Bureau regarding FD, FD7 & FD4 and project related needs
∎ Support to prepare NGOAB documents such as FD6 & FD7 preparation, documentation and reporting
∎ Regular follow up & visit to DC / UNO / NGO Cell CXB / NGOAB to oversee the progress and coordinate with different projects to meet the NGO AB requirements.
∎ Support the coordination of internal and external audits for NGO AB projects and partners
∎ Maintain Liaison and regular contact with NGO AB / DC / UNO / SP / RRRC / DGFI / NSI and Ukhiya and Teknaf Police stations others partners regarding projects matters
∎ Ensure necessary approval of NGOAB documents and project completion report and NOC Certificate from DC & UNO office as applicable
∎ Report FD6/FD7 timely with pictures of Government officers engagements
∎ Support for quick preparation, submission of all necessary papers / documents for international visitors and affiliates
∎ Supervise in country VISA, work permit, and related issuers through closely working with the NGO affairs Bureau and government agencies and immigration department
∎ Handle the issues of foreign visitors in the areas of letter of invitation, visiting camp to relevant district administration / SP / RRRC / NSI / DGFI / UNO from the Govt. department
∎ Support to track the VISA, Camp pass, Security clearance etc. of all expats and guide then accordingly
∎ Contact National office for any documents necessary for us in CXB level by any intel branch
∎ Lead regular dialogue with Dhaka government relations team to ensure clear and efficient collaboration on priority issues for cox special zone
∎ Seek quick and regular support from senior managements for face to face meetings or other engagements especially with DC, ADCs, RRRC, Asst RRRCs, CiCs, UNOs, Minister of MoDMR, DG-NGOAB, NGO AB Assignment officers, SP of CXB police, ASP for Special Branches and other Government stakeholders
∎ Escalate any government related matters to the Senior management for quick fixations
∎ Exchange information on learning and experience related to NGO AB / DC / UNO / RRRC across the organization
∎ Engage Government agencies for field visit and thus, highlighted our operations
∎ Maintain liaison with local administration, projects, field offices and partners NGOs for strengthening organizational relationship
∎ Follow the safeguarding reporting to procedure in case any reportable incidents take place & encourage others to do so
∎ Maintain formal and informal meetings with external stakeholder to create favorable work environment
∎ Time to time critically handle DC/UNO/RRRC/NSI/DGFI & NGOAB issues for further approval process
Additional Requirements:
∎ Proven skills on Government liaison and has a history of work in this sector
∎ Know Bangladesh Government administrative and Intel structures
∎ Excellent control on Bangla Language with knowledge on government official norms
∎ Abilities to work under stressful situation and a complex context
∎ Excellent English written and verbal communication skills.
∎ At least 5 years of experience to work with Government authorities and community people
∎ Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a cross-cultural environment.
∎ Computer skills especially in MS-word, MS-Excel, MS-PowerPoint, etc.
∎ Work environment: Field Office based. Travel: 30-40% travel to the field. On-call: 5%
∎ Willingness to travel to field and work extensively in target driven environment
