Responsibilities & Context:
∎ This document outlines the Scope of Work (SOW) for a consultant to assist in the completion of a Gender and Inclusive Development Analysis for the Bangladesh Responsive Local Governance (RLG) Activity, funded by the United States Agency for International Development and implemented by Democracy International (DI). The SOW provides background information about the GESI and describes key tasks, deliverables, timeline, estimated level of effort, and qualifications for conducting this project.
∎ The USAID RLG Activity is a five-year project implemented by DI in Bangladesh. Its goal is to support locally elected government institutions (LEGI) in improving their planning and responsiveness to the concerns and service delivery needs of their communities, making sure no group is excluded. The activity seeks to develop LEGIs as effective, responsive, inclusive, and accountable institutions to address social issues and provide quality basic services to the most marginalized by achieving three main results: (1) LEGI officials and staff, under improved legislative and policy frameworks governing local governance, develop motivation, knowledge, tools, and capacity to engage citizens and monitor service delivery; (2) citizens and CSOs proactively and safely mobilize to participate in governance, demand transparency, and monitor local decision-making and service delivery; and (3) LEGIs, CSOs, and the private sector form long-term alliances to support resource mobilization and local development.
∎ DI is conducting a Gender and Inclusive Development Analysis at the outset of the RLG activity to understand the gender and social inclusion dynamics in Bangladesh relevant to the project and to inform the design, planning, and implementation of gender sensitive and inclusive development activities are throughout the life of the activity. The analysis should be guided by USAID’s Gender and Inclusive Development Analysis guidance and domain framework, examining laws, policies, and institutional practices; cultural norms and beliefs; gender roles, responsibilities, and time use; access to and control over assets and resources; patterns of power and decision-making; and personal safety and security. The analysis will identify key barriers, constraints, and concerns affecting women; persons with disabilities; religious minorities; indigenous peoples; migrants; refugees; internally displaced individuals; lesbian, gay, bisexual, transgender, intersex, and Hijra individuals; youth; and other marginalized, underrepresented and/or at-risk groups as well as examine dimensions of intersectionality to ensure project activities are equally accessible to groups.
∎ Using a mixed-methods approach, the analysis will include a desk-based literature review combined with qualitative research that may include focus group discussions, survey research, and key informant interviews based on the development of the research methodology. Effort will be made to include a diverse representation of populations that will be engaged with the project and more broadly served by strengthening inclusive and responsive local governance in Bangladesh. The analysis should detail key gender and social inclusion dynamics leading to inequalities and suggest actionable ways that the project could narrow or close those gaps, address inequalities, and/or empower groups to strengthen inclusive and responsive local governance.
∎ Review the USAID Guide to Inclusive Development Analysis and USAID gender and social inclusion key policy documents and guidance, Program Description, and background documents provided by the Activity (1 day);
∎ Review and assist in finalizing the research questions in consultation with the Activity and assessment lead (2 days)
∎ Assist in implementing the methodology with the Activity’s research team to complete the assessment (10 days)
∎ Have regular check-ins with the research team about the progress of research and determining whether adaptations to the questions or methodology are necessary (2 days)
∎ Contribute to the final report for input from the Activity, especially constructive recommendations that can be implemented by the Activity to bring meaningful change. (4 days)
∎ Revise the report based on feedback from the activity (2 days).
∎ Progress Briefs from Research Check-ins: Short summaries or meeting notes from regular check-ins with the research team, highlighting key updates, potential challenges, and recommendations for adjustments.
∎ Narrative report on the data collection process, outlining finds and evidence-based recommendations to be shared with the team
∎ A slide deck or brief presentation to the Activity team summarizing key findings from the fieldwork and initial recommendations for feedback and discussion.
