Job Context:
∎ Nazrul Smriti Sangsad-NSS is a non-government Humanitarian Organization working for advancement of poor men, women, children, youth, excluded people and person with disability since 2000. ∎ NSS is going to implement a project titled "Partnerships for Improved Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) in Coastal Bangladesh" which is funded by Margaret A. Cargill Philanthropies (MACP) and supported by Concern Worldwide. The project will be implemented at Amtali and Taltoli upazilas under Barguna district. The project duration is January 2023 to December 2026. NSS is seeking a competent Finance Officer,experienced in implementing projects on Reproductive, Maternal, New-born, Child and Adolescent Healthor similar type of project. The Finance Officeris responsible for daily oversight of the financial activities of the project including capacity building of the team members and assist PC for accomplishing day-to-day financial activities of the project. He/She is responsible for smooth functioning of financial management system.
∎ The Finance Officer shall report directly to Project Coordinator, Executive Director and also report to line management of Concern Worldwide. He/She has to maintain liaison and working relationship with Admin and Logistic Officer, MEAL Officer, internal auditor and Finance Coordinator.
∎ Job Location: Amtaliand Taltoli Upazila of Barguna District.

Job Responsibilities:
∎ Financial Management
∎ Ensure financial management, policy procedure internal control and compliance.
∎ Maintain standard accounting system and keep all accounts up-to-date.
∎ Prepare credit voucher, debit voucher, journal voucher, others account related documents regularly and get those signedbefore paying every day.
∎ Maintain cash book, ledger book and separate bank account for the project.
∎ Strongly follow the procurement process as per policy of NSS and CW.
∎ Technical support to the purchase committee to procure goods and services.
∎ Prepare budget, budget break down, budgetary forecast, analysis and budget variation.
∎ Prepare fund request following prescribed format as per donor's instructions.
∎ Prepare procurement planning in a justified manner.
∎ Maintain financial documents and ensure safety and security of documents, information and other resources.
∎ Provide orientation and coaching to project staff for maintaining documents as per policy and compliance.
∎ Make all type of payment following the policy and stamp paid seal on the bill and vouchers.
∎ Support field staffs to prepare bill vouchers in proper way and timely.
∎ Monitor the financial activities regularly and prepare report for the higher management for actions.
∎ He/She will spend 25% time in field visit.
∎ Administrative Issues
∎ Keep fixed asset registerand stock register up-to-date.
∎ Prepare delivery and receive challan with GSRN and maintain store, emergency stock in right way.
∎ Prepare Pay Roll and get it approved from the authority before paying staff salary.
∎ Collect and check administrative information from the Admin and Logistic Officer in relevant cases of financial payment.
∎ Initiate maintenance work at difference project and program offices.
∎ Assist and support on administrative management safety and security of asset management and gender and child friendly atmosphere.
∎ Internal Control
∎ Assist in maintaining effective internal control in the financial management of Project.
∎ Check procurement process and ensure budgetary provision.
∎ Maintain cheque book financial documents in safe custody.
∎ Compliances
∎ Ensure compliances with Project's financial policies, standards, procedures and government VAT & Tax requirements.
∎ Ensure SAM /BPS checking for staffs and vendors.
∎ Reporting
∎ Prepare Monthly/quarterly / half monthly and yearly financial statements as per project guideline.
∎ Prepare bank reconciliation and bank statement at end of every month.
∎ Others Activities
∎ Coordinate closely with purchase committee, vendors, program personnel and donors
∎ Perform any other tasks that may be assigned by the supervisor.
∎ Keep senior management informed with detailed and accurate reports or presentations.
∎ Practice, promote and endorse PSEA policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Carryout administrative functions as desired by the project to meet the policy requirements of the organization and donor compliance. Assist the higher management in planning and decision making.

Additional Requirements:
∎ Age at most 45 years
∎ Minimum 5 years of experience in similartype of projectin NGOs preferably with international or national organizations.
∎ To have knowledge on project goal, objectives, specific input, outcome and impact.
∎ To have strong knowledge on financial management, standard accounting system and budgetary provision.
∎ To have strong knowledge on HR, Finance and procurement policy and procedures of NSS and Concern Worldwide.
∎ To conceive and explain compliance issue, govt VAT and TAX rules, anti-terrorism, internal control system bribery and anti-corruption procedures.
∎ Skilled in motorcycle driving with valid driving license is priority.
∎ High level of IT skill especially in Microsoft Word, advance knowledge in Microsoft Excel, Power Point, knowledge in operating accounting software and internet communication
∎ Contacts and Key Relationship
∎ His/Her main contact with Project Coordinator, Executive Director, Concern WorldwideTeam,Director Program, MEAL Officer, Admin & Logistic Officer, Finance Coordinator.
∎ Proven writing and oral communication skills in English and Bengali.
∎ Excellent facilitation/coaching skill to conduct orientation, training, workshop etc.
∎ Excellent leadership capacity to maintain excellent team building and conflict response management.
∎ Excellent interpersonal and communication skill.
∎ Pro-active, self-starter and result oriented, strong analytical and problem-solving skills.
∎ Demonstrate an ability to remain calm, and composed during time of stress and inspiring the same in the team.
∎ Professional, Honest, Dedicated, Energetic, Smart, Team builder, Good Listener, Polite in manner with positive personality.
∎ Able to work under pressure and meet deadlines.
∎ Clear knowledge on gender norms and sensitiveness.
∎ Excellent commitment and dedication towards the job.
∎ Age may be flexible for an experienced person.
∎ Always be ready to carry out any assignment for the sake of the project, donor, or for the organization.

Salary:
∎ TK. 43,300 per month with festival bonus and other admissible benefits according to the project budget.
