∎ Background:
∎ The Fleming Fund Country Grant to Bangladesh seeks to hire a Finance Officer who will be responsible for overseeing all accounting, payroll, and human resources. He/she will also ensure compliance with agreement requirements, DAI procedures, and Fleming Fund regulations. The Finance Officer will report to the Lead Administrator.
∎ The Fleming Fund Country Grant to Bangladesh is a 22-month project funded by the UK Department of Health and Social Care, managed by Mott MacDonald, and implemented by DAI. The objectives of the grant, developed and agreed with the Government of Bangladesh, are to strengthen national governance and strategy around antimicrobial resistance (AMR) surveillance through a One Health approach, and to strengthen AMR surveillance in the human health, animal health, and aquatic sectors.
Job Responsibilities:
∎ With the Lead Administrator, Team Lead and Deputy Team Lead, prepare the office annual budget (pipeline) and monitor overall office financial performance through the quarterly (or monthly) budget check review process.
∎ Ensures that accounting policies and practices are carried out in accordance with the Bangladesh Tax Code and that project internal controls are established and implemented in accordance with DAI policies and Mott McDonald regulations.
∎ Compiles backup documentation for all project related transactions.
∎ Ensures backup documentation is uploaded to relevant files and systems in accordance with DAI's financial schedule and policies.
∎ Conducts periodic reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI policy.
∎ Verifies accuracy of expenses and project accounting codes.
∎ Verifies vendor invoices for accuracy.
∎ Ensures accurate and timely processing of invoices, advances, reimbursements, checks, and wire transfer payments.
∎ Monitors and submits advance, commitment, and grant reports as applicable.
∎ Monitors and reports on partner/vendor payment schedules and obligations.
∎ Initiates wire requests for field project implementation.
∎ Prepares and submits monthly bank reconciliation reports for review and monitors bank account balances.
∎ Prepares information for any contractual financial reporting requirements.
∎ Responsible for maintaining financial file management systems for soft and hard copy documentation.
∎ Tracks, records, and reports the payment of taxes to Bangladesh tax authorities and Mott MacDonald. Submits other tax and registration reports and data to authorities according to the Bangladesh legislation.
∎ Prepares vendor and payroll tax forms for timely submission.
∎ Supports preparation and responses of internal and external audits.
∎ Responsible for recording and assigning costs based on approved budget in company accounting system.
∎ Uploads voucher files to SharePoint.
∎ Maintain Inventory List and Asset Register
Additional Requirements:
∎ Minimum five years of experience working on donor-funded projects in a related role.
∎ Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
∎ Experience in program operations, including procurement of goods and equipment, facilities management, travel and logistics, and/or subcontracting required.
∎ Experience of using Accounting and procurement software
∎ Experience working on DFID-funded or other donor projects is preferred.
∎ Fluency in English is required.
