  • Proven experience in financial management, budgeting, and reporting, preferably within NGOs or development organizations.

  • Experience working with international donors, and knowledge of donor compliance requirements.

  • Demonstrated experience in staff supervision, mentoring, and capacity building.

  • Strong understanding of internal control systems and financial risk management.

  • Experience supporting external audits and implementing audit recommendations.

  • Proficiency in financial software/accounting systems and MS Excel.

  • Willingness to travel regularly to field offices (Dhaka, Gazipur, Tangail, and Brahmanbaria).

  • Commitment to comply with the Child Safeguarding Policy of Aparajeyo-Bangladesh.



Responsibilities & Context:

Job Context:

The Finance Officer will provide overall leadership for the Financial Accounts function within the project, and will support the budgeting and reporting function. She/He will be responsible for ensuring best-in-class financial and management practices for the programme — including capacity building, implementation of efficient and effective processes, and improving and ensuring compliance with internal control systems. She/he will ensure that Aparajeyo-Bangladesh (AB)’s financial requirements and procedures comply with Democracy International’s compliance and policy requirements.

Objective of the project: 1. People are aware of their rights and understand how to realize them. 2. Justice pathways available at the local level are strengthened and expanded. 3. The capacity of justice sector actors to provide legal aid services is strengthened, especially for traditionally vulnerable and marginalized groups.

Budget Responsibilities: Yes

Job Location: Dhaka (Head Office), with regular travel to field offices in Duarabazar Upazila under Sunamganj, Nageshwari, and Bhuruingamari Upazila under Kurigram District.

Job Responsibilities:

The Finance will be required to carry out, at a minimum, the following:

Budgeting & Reporting

  • Act as a key Finance resource to the Executive Director and Programme Implementation team to support key decision-making.

  • Support ownership of the master budget process at AB Head Office and field levels, ensuring proactive decision-making, efficient and effective allocation of resources, and financial sustainability.

  • Provide financial expertise to project management staff to ensure implementation of budget allocations is high quality, reflects needs on the ground, and delivers value for money.

  • Work with the programme implementation team to phase and realign budgets.

  • Provide high-quality monthly, quarterly, and annual financial budget-versus-expenditure reports.

  • Mitigate the risk of donor disallowances by proactively managing and closing out financial invoices and expenditures.

  • Ensure budget holders understand their responsibilities through training and capacity building.

  • Identify and effectively manage key financial risks related to delivery at AB Head Office.

  • Provide value-added, ad hoc financial analysis to budget holders to inform decision-making.

  • Maintain all correspondence, procedures, and transactions with the designated bank.

Partnership Development and Management

  • Undertake capacity assessment of key staff members to identify capacity gaps and support needs for effective implementation of the programme's financial management requirements.

  • Undertake regular support visits to field offices to discuss financial and operational issues/progress and identify areas where AB can provide support.

  • Support the development of staff project budgets, work plans, cash transfer plans, and procurement plans.

  • Support external audit exercises and follow up to ensure auditors' recommendations are implemented.

  • Monitor and follow up on implementation of the agreed work plan and budget to ensure programme objectives/milestones are met, and take necessary action on any deviations.

Field Operations Finance

  • Ensure best-in-class financial management at field office level (Dhaka, Gazipur, Tangail, and Brahmanbaria), including succession planning, capacity building, and implementation of efficient and effective processes, accounting systems, and internal controls, through regular field visits.

  • Staff Leadership, Mentorship, and Development

  • Ensure appropriate staffing and efficient, effective organisational design within the Budgeting & Reporting and Field Finance teams.

  • Ensure all staff understand and are empowered to perform their roles.

  • Manage the finance team; define expectations, provide leadership and technical support, and evaluate direct reports regularly.

  • Support training and professional development of the team as part of the wider staff development strategy.

Performance Management

  • Make effective use of the Performance Management System, including establishing clear, measurable objectives, ongoing feedback, periodic reviews, and fair and unbiased evaluations.

  • Provide coaching, mentoring, and other developmental opportunities.

  • Recognize and reward outstanding performance.

  • Document performance that is less than satisfactory, along with appropriate performance improvement plans.

  • Carry out any other duties assigned by the Line Manager.
