Job Context:
∎ ‘The Right Kind’, a boutique organization with years of experience in the development field will support Bank Asia Limited, a public limited bank to implement a 12 month-long project to introduce a formal financial package for smallholders involved in fish farming and aquaculture market actors with support from Bangladesh Aquaculture and Nutrition Activity (BANA), managed by the WorldFish Center and funded by USAID. The year-long project will reach out to 600 fish-farmers with a formal financial product of the bank through 100 input retailers/dealers/ hatcheries and other market actors in Jashore, Satkhira and Barisal.
∎ The Finance Manager will be responsible for all financial and administrative activities at project level including procurement, standard documentations & voucher preparation, updating accounting books, reporting financial information and Tax/VAT, and ensuring value for money. S/he should maintain a strong liaison with Bank Asia officials. Providing monthly and quarterly financial report, managing documentation for audit purposes, and following Bangladesh Government and USAID policies are quite instrumental in this job. The Finance Manager will report to the Project Advisor, and will closely work with Project Coordinator in the best interest of the organization.
∎ Employment Status: Contractual till September 30, 2020 (possibility of an extension if successful)

Job Responsibilities:
∎ General Duties and Responsibilities:
∎ Oversee and supervise all accounting, procurement and awards management within the project. Accounting activities includes salary disbursement, petty cash, monthly bills and tax withholdings, approving bills, bank management, activity cost etc.
∎ Coordinate with Bank Asia and support all financial activities of the project;
∎ Ensure compliance with USAID policies, regulations, and accounting principles;
∎ Manage and monitor project budgets, and analyze projects spending;
∎ Review and approve all vouchers submitted by project staff (disbursement, receipt and general journal vouchers) for expenditures and ensure that expenses are reasonable, allowable and allocable to the project;
∎ Oversee payroll procedures for project staff, administer payroll, deduction of tax and monitor employee time-sheet;
∎ Produce budget projections, accruals and reports for submission to Bank Asia and the donor;
∎ Maintain project related all files in an organized manger and support all kinds of audits;
∎ Ensure compliance with donor's finance and administrative policies, standards, procedures and government VAT & Tax requirements;
∎ Establish effective internal control in the financial management;
∎ In collaboration with the project management, take a lead in procurement processes and office equipment, as well as organize events, meetings and training;
∎ Support the Project Advisor of The Right Kind wherever necessary.
∎ Team Development:
∎ Ensure that the project staff (including Bank Asia's staff) are kept fully informed of relevant financial & account development/guidelines and project activities;
∎ Design and implement suitable induction training on finance issues for non-finance team members;
∎ Orient all staff to follow spending modalities in line with financial policies and obligations;
∎ Internal & External financial reporting:
∎ Prepare the monthly financial reporting package for Bank Asia to present it to the donor;
∎ Prepare & submit monthly and quarterly financial reports according to agreed timetable for timely submission to Bank Asia for them to submit to the donor;
∎ Risk Management:
∎ Track the project's financial status and performance to identify areas for potential improvement;
∎ Seek out methods for minimising financial risk to the of the project;
∎ Provide insightful information to the leadership team to aid in long-and-short term decision making;
∎ Establish, up-date and maintain financial policies and procedures for The Right Kind

Additional Requirements:
∎ Candidate must demonstrate honesty, transparency and attention to detail
∎ Minimum 5 years of professional experience on financial management and direct supervisory experience, including experience with procurement of goods and services
∎ Extensive knowledge of accounting principles and USAID rules and regulations, and experience in working with USAID projects will get preference
∎ Ability to handle cash, prepare voucher and maintain accurate and complete financial and accounting records
∎ Knowledge about RJSC policy, VAT And Tax rules, as well as budgeting and budget controlling
∎ Willingness to frequently travel in public transport for monitoring and organizing purpose
∎ Willingness to learn a new skill or a new accounting software
∎ Must demonstrate team spirit and positive and professional attitude, and flexibility with working hours in the best interest of the organization
∎ Excellent writing and communications skills in English and Bengali.
∎ Excellent computer skills (MS Word, Excel, Power point), e-mail, internet browsing, accounting software and handheld-smart devices

Salary:
∎ Negotiable
