Educational Qualification:
Master of Business Administration (MBA) in Accounting, Finance or related field.
Recognized partial professional certificate in accounting such as ACCA/ CA will get preference.
Main Responsibilities :
Finance Manager is in charge for the finances function of Tdh Teknaf base. S/he is responsible for efficient and effective implementation of finance policies and procedures and rules/regulations of GAAP/IAS/BAS, NBR, NGOAB in compliance with donor, Tdh and national laws. S/he participates to the budget monitoring and follow-up and manages the cash processes at Teknaf base. S/he will also establish and maintain internal control, good practice, and statutory requirements within the organization ensuring all required financial documents are prepared, reports are submitted in a timely manner. Finance Manager will provide timely financial guidance and advice to Teknaf.
Finance Manager will directly report to the Deputy Finance Coordinator while closely collaborating with the Field Coordinator and other base teams.
Specific Responsibilities:
1. Treasury management:
Oversee the management of base cash and bank accounts: follow-up transfers, check balances etc.
Supervise the management of safes and cash: available amount, balance checks, security instructions.
Assess monthly cash-flow for projects and bases and communicate cash requests to BDO on time.
Manage money transfers and defining payment procedures (bank transfer, cheque, cash etc.).
2. Accounting:
Supervise accountancy procedure: filing documents, allocation of expenses, vouchers registration etc.
Communicate monthly accounts to coordination, respecting SAGA procedures and deadlines.
Manage Tdh monthly accountancy closing on time and closing pack transmission to BDO.
Manage the presentation, circulation, filing and archiving of accounting and financial documents.
Closely work with finance team on FD7/6 preparation and reporting.
Creation of budgets for importation in SAGA.
Support Deputy Finance Coordinator and dep fin co in donors reporting.
3. Finance and Procedures:
Support budget follow-up process: updating the CCP (allocation table) for mission/base and update PM/Log base.
Verify all contracts respect Tdh policy and supervise the follow up.
Analyze gaps between planned budgets and actual expenses.
Anticipate financial risks; collaborate in formulating financial reports, development of new budgets for project proposals according to project needs.
Collaborates in the update of the policies and tools for the mission (hard copies, cash policy and other monitoring tools).
In coordination with Deputy Finance Coordinator, oversee donor procedures.
Conduct and report monthly LFU, OFU and AHFU at field level.
4. Partnership management:
Participate in the assessment of potential local implementing partners as well as in the writing of partnership agreements for the administrative and financial guidelines.
Support local implementing partners on accounting issues and ensure that partners’ list of invoices and all supporting documents are checked, in line with budget, donor’s guidelines, FD6/7 regulations and audit compliant.
Conduct quarterly financial verification of the partners on-site.
Ensure the capacity building of the administrative and finance teams of the local implementing partners.
5. Team Management, Capacity Development and Back Up Support:
This role includes direct supervision of selected members of the Teknaf base finance team.
Responsible for delivering training to both finance and non-finance staff and representing the finance during new employee onboarding and orientation sessions.
