Job Context:
∎ Background:
∎ This Finance and Administration Officer is responsible to provide overall operational support including administrative, finance and procurement functions of the Enhanced Coastal Fisheries in Bangladesh (EcoFish - Bangladesh) at Cox`s Bazar. The daily activity will be under supervision of the WorldFish`s Dhaka office team.
∎ Our Offer:
∎ This position will be based at WorldFish`s Country Office in Cox`s Bazar, Bangladesh. Interviews are expected to be held in April 2019. Only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence by end of April 2019 for an initial of one (1) year fixed term contract, with the possibility of contract renewal depending on performance and funding availability.
Job Responsibilities:
∎ Finance Functions:
∎ Submit monthly fund request according to work plan, ensure budgetary control, analyses and financial reporting.
∎ Deal with bank transactions, reconciliations, issuance of bank cheque, advice and enter transaction in One Corporate System (OCS System).
∎ Maintain petty cash and day to day payment of small expenses and replenishment accordingly.
∎ Monitor IP/organization's grants & financial activate on a regular basis.
∎ Issue project advance, liquidation on time and entry in OCS accurately.
∎ Verifying invoice/bills and vouchers as per WorldFish and donor compliance, made payment note, deduction of VAT & TAX at source made vendors payment and entry in OCS accordingly.
∎ Custodian of cheque book and VAT coupons book, write cheques and VAT coupons following guideline.
∎ Support annual audits and meet audit questions costs.
∎ Administration:
∎ Perform timely procurement of goods and services. Vendor enlistment and update regularly, also process bills/invoice, reviewing supporting documents and raise PR in OCS system.
∎ Ensure the management of office safety and security, utilities, vehicle, insurances and office cleaning.
∎ Arrange staff accommodation, support meeting, training, conference and workshop arrangement.
∎ Update inventory regularly according to assets hand over and taken over to staffs.
∎ Assist the renewal of contracts/agreements for vehicle, internet, pond, office etc. Also vehicle insurance renewal in time.
∎ Keep record for schedule maintenance of vehicle, motorcycle, air conditioning, computers, photo copiers, printers and other equipment as required.
∎ Update and share financial information to team and seeks necessary guidance for proper implementation of organizational guidelines.
∎ Assist team member in preparing annual procurement plan and budget in a correctly and timely manner.
∎ Ensure proper storing of material and equipment and maintain stock register update.
∎ Provided secretarial and admin support to the project team as necessary.
Additional Requirements:
∎ Minimum 4 year experiences in INGO/private companies preferably in overall operational functions.
∎ Good knowledge in Government of Bangladesh (GoB) taxation and VAT laws.
∎ Excellent interpersonal skills in order to be a valuable team player.
∎ Demonstrated skills in managing partner, partner grant, staff groups and projects or initiatives.
∎ Proficient in Microsoft Office specifically Excel, Word, Outlook and Power Point.
∎ Desired Skills and Qualification :
∎ A demonstrated record of inter-disciplinary, admin, financial, procurement functions and the desire to work in a collaborative environment.
∎ Experience of using accounting software packages is desirable specially ERP software OCS.
∎ Committed and motivated, ability to work under pressure and meet deadlines.
Salary:
∎ This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 705,366 to BDT 748,323 per annum. WorldFish`s NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension/ provident fund contribution.
