∎ Helvetas Bangladesh is looking for a qualified and experienced Finance & Admin Manager for Dhaka based and or field based Programme Offices. This position will directly report to the Project Manager and responsible to ensure day to day operations related to project Finance & Administration.
Job Responsibilities:
∎ Establish and ensure standard financial management and accounting processes at /within project team. Also ensure compliance of project financial operation and management with financial policies & procedures.
∎ Carry out and record daily financial transactions in BANANA accounting software and prepare and submit monthly financial reports to Head of Finance and Services.
∎ Maintain project bank accounts, verify accounts status and reconcile bank statements. Prepare and submit monthly financial reports to the Project Team Leader and Head of Finance and Services.
∎ Monitor regularly the project expenses to determine expenditure trends and keep cost lines within the approved budget. Make the invoicing and liaise with the projects regarding settlement of financial matters.
∎ Prepare project staff's monthly salary, allowances and other payments and ensure timeliness of payments. Manage the day to day operations and extend support in arranging various events, meeting, workshop.
∎ Support and facilitate the auditors to carry out the audit of project financial operations.
∎ Support to PNGOs for capacity building through orientation, training, visiting, monitoring and internal audit. Coordinate with and gather reports from PNGOs, review and ensure its quality. Facilitate the auditor and PNGOs for conducting external audits.
∎ Provide support to the project in preparing NGO Affairs Bureau related documents, including replies to queries of NGOAB, and facilitate/coordinate/follow-up to get project approval/audit approval and clearances from Government/NGOAB, in coordination with the HELVETAS Government Liaison and Compliance Advisor.
∎ Ensure GoB VAT and Tax compliance in case of project staff benefits and procurement of goods and services and in other areas as applicable. To extend support in identification of service providers/vendors, negotiation and procurement.
∎ Rendering services and ensure the functions of Administrative, Logistics and IT support and other support staff (driver and peon). Ensure IT support for the project staff through the central IT Officer.
∎ Rendering services in Human Resources and Personnel management including recruitment support, contract preparation, updating of personnel files, maintaining leave/sick leave records, processing social insurance issues, obtaining visa and work permits /travel permissions, managing fixed asset inventories, etc.
∎ Rendering services and ensure logistic / vehicle support for the project staff on the regular /routine field visit
∎ Inform and update personnel on staff regulations, services rules, administrative procedures and social insurances. Ensure continuous insurance coverage of staff members and assets.
∎ Lead, supervise and coach the project Finance Officer on different support services. Supervise the support staff.
Additional Requirements:
∎ Minimum 6 years of experience in the relevant job and at least 3 year working experience with international NGO. Having work experience with the projects funded by donors such as ADB, DFID, EU, GAC, GiZ, ILO, USAID, and Government funding.
∎ Working experience with projects funded by USAID will be given highest preference in selection.
∎ Skills in operation and use of MS Office (Excel, Word, Power Point) and internationally acceptable accounting software
∎ Fluent in English both written and spoken, should be able to demonstrate his/her ability to translate complicated ideas into language easily understood by others.
∎ Good organizational and team management skills, ability to motivate and train staff members, and to delegate tasks.
∎ Strong analytical, facilitation and team building skills;
∎ Have work experience in a collaborative project with public and private sector;
Compensation & Other Benefits:
∎ The initial employment contract would be for 25 months which will include annual performance appraisal and renew of employment contract on annual basis. The gross salary for the position is BDT 160,000/- including all benefits (PF, Gratuity, Festival Bonus, Insurance and others as per HR policy) depending on the total length of experience in similar role. The duration of contract is extendable based on fund availability and individual performance of the staff.
