Job Context:
∎ Shushilan is a national non-governmental organization (NGO) established in 1991. It envisions a society conducive to economic and socio-cultural development, particularly for poor, vulnerable, and excluded communities. Its mission is to create opportunities and empower socially underprivileged communities.
∎ A consortium of national and local NGOs, led by Shushilan in Bangladesh, is seeking a Director of Gender Equality and Women`s Empowerment for the anticipated Host and Impacted Community Response Activity (HICRA), funded by USAID. This project`s award ceiling is above $70 million for a five-year period. The activity`s key programmatic areas of intervention include economic growth and livelihoods, natural resources management, water, sanitation, and hygiene (WASH) with an emphasis on access to safe drinking water, and disaster risk reduction (DRR). The purpose of this activity is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. In this case, host communities refer to the Ukhia and Teknaf Upazilas hosting Rohingya refugee camps. Impacted communities include Cox`s Bazar district and communities throughout the three Chittagong Hill Tracts (CHT) districts (Bandarban, Rangamati, and Khagrachari). The inclusion of the CHT districts will allow the activity to address longer-term, less immediate impacts of the refugee crisis related to social cohesion and conflict prevention across the region.
∎ The Director of Gender Equality and Women`s Empowerment is a critical position and is subject to approval by USAID, as well as project award and funding. This position will be based in Dhaka, Bangladesh, and will serve as the Strategic Leader for the Shushilan-led consortium in the areas of women`s empowerment. This strategic leadership role will ensure that the strategies and executions are aimed at achieving the impact of USAID HICRA initiatives, including but not limited to skills and employment, WASH, natural resource management, and DRR, by the inclusion of women, youth, and various ethnic minorities. The Director of Gender Equality and Women`s Empowerment will be responsible for developing and implementing the project`s gender and inclusion strategy in accordance with USAID and international best practices. The person will work closely with the Chief of Party (COP), consortium partners, and technical staff in achieving impact targets and objectives with inclusions and social cohesion.

Job Responsibilities:
∎ Build understanding among consortium members and staff regarding the contribution of girls and women in economic growth and negative effects of exclusion, empowerment policy, strategy, executions, impact assessment, and strategize the guiding principles.
∎ Establish viable strategies in the areas of income generating activities, livelihoods, WASH, NRM, and DRR to minimize the barriers, create favorable environments, achieve and benefit from key breakthroughs in economic activities through empowerment of the girls and women.
∎ Provide guidance for innovative initiatives and design intervention approaches based on collaborative learning and Adaptation (CLA) approaches.
∎ Oversee impact measurement and learning systems for the women's empowerment activities.
∎ Develop, test, and disseminate new approaches for empowerment initiatives.
∎ Coordinate research efforts related to women's empowerment.
∎ Oversee the hiring and orientation process for staff involved in women's empowerment activities and at the sub-partners' level.
∎ Manage performance planning, dialogue, professional development, and appraisals of project staff aligned with USAID CDCS.
∎ Ensure timely and high-quality age, gender, disability, segregated reporting by projects.
∎ Manage relationships with project donors and partners supporting these women's empowerment initiatives.
∎ Facilitate cross-learning and collaboration between different programs, including USAID/US government funded programs and the program components of HICRA.
∎ Periodically collect and circulate up-to-date resource materials on empowerment.
∎ Review documentation, visit activities, and share learning from empowerment activities.
∎ Contribute to HICRA knowledge on the use of community-led approaches to promote empowerment.

Additional Requirements:
∎ Age at least 35 years
∎ At least 10 years of professional experience in inclusion and women's empowerment, of which at least five years with USAID funding.
∎ Experience in leading women's empowerment in multi-sectoral consortium programs.
∎ Experience and a clear understanding of issues related to women's rights, movement and empowerment in Bangladesh. Experience in the Chittagong context and the host and impacted communities of the Rohingya crisis will be an added advantage.
∎ Experience in representing organizations with people's movements, high-level policymakers, donors, and private sector leaders.
∎ Demonstrated skills in managing staff and developing/tracking budgets for integrated projects.
∎ Highly developed analytical, conceptual, and critical thinking skills.
∎ Excellent English writing skills, as demonstrated in clear, concise project reports.
