Job Context:
∎ Shushilan is a national non-governmental organization (NGO) established in 1991. It envisions a society conducive to economic and socio-cultural development, particularly for poor, vulnerable, and excluded communities. Its mission is to create opportunities and empower socially underprivileged communities.
∎ A consortium of national and local NGOs, led by Shushilan in Bangladesh, is seeking a Director, ME&L for the anticipated Host and Impacted Community Response Activity (HICRA), funded by USAID. This project`s award ceiling is $70 million for a five-year period. The activity`s key programmatic areas of intervention include economic growth and livelihoods, natural resources management, water, sanitation, and hygiene (WASH) with an emphasis on access to safe drinking water, and disaster risk reduction (DRR). The purpose of this activity is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. In this case, host communities refer to the Ukhia and Teknaf Upazilas hosting Rohingya refugee camps. Impacted communities include Cox`s Bazar district and communities throughout the three Chittagong Hill Tracts (CHT) districts (Bandarban, Rangamati, and Khagrachari). The inclusion of the CHT districts will allow the activity to address longer-term, less immediate impacts of the refugee crisis related to social cohesion and conflict prevention across the region.
∎ The ME&L Director is a critical position and is subject to approval by USAID as well as project award and funding. This position will be based in Cox`s Bazar, Bangladesh.
∎ The ME&L Director will be responsible for developing and implementing the project`s ME&L strategy in accordance with the USAID and the international best practices. S/he will work closely with the Chief of Party (COP) and technical staff to ensure that the relevant data is collected, analyzed, and used to inform adaptive management and design decisions, as well as to provide project updates against impact targets and objectives. The ME&L director will focus on program quality by incorporating a Collaborating, Learning, and Adapting (CLA) approach and will ensure that the activities are harmonized, grounded in robust empirical foundations, and subject to iterative adaptations to maintain their relevance throughout the implementation.
Job Responsibilities:
∎ Develop and oversee a comprehensive ME&L system that covers all project components. Utilize qualitative and quantitative data collection and assessment methods, and draw from diverse data sources to measure progress and evaluate impact.
∎ Foster an environment of continuous learning and adaptive management among project staff, in alignment with the USAID's Collaboration, Learning, and Adaptation approach.
∎ Effectively communicate information acquired through M&E activities to program staff and external stakeholders, including the USAID and relevant government departments. This is crucial for deriving lessons learned and the best practices that inform strategic decision-making.
∎ Collaborate with the Economic Growth (EG) teams to develop and implement rigorous project evaluations.
∎ Utilize pertinent ICT4D ME&L tools to develop and improve data collection, analysis, and reporting. Develop and implement systems to ensure data quality, adequacy, safety, security, confidentiality, protection throughout the data collection, processing and storage processes through various measures including periodic assessments, timely and adequate corrective measures, and system and capacity development among the consortium members.
∎ Organize regular learning activities, such as after-action reviews, quarterly reflection events, and data quality assessments, to ensure that activities meet their impact targets and that accurate, complete, and timely data is collected to inform implementation approaches and status.
∎ Conduct periodic visits to project sites, when feasible, to provide technical assistance and ensure proper monitoring of project activities.
∎ Produce monthly, quarterly, semi-annual, and annual M&E reports for the COP and donors.
Additional Requirements:
∎ Age at least 35 years
∎ A seasoned ME&L expert with a minimum of 8-10 years of leadership experience in M&E, specifically within the context of the USAID or USAID funded projects/programs.
∎ Extensive experience in conducting M&E activities and research/learning in conflict or crisis affected situations, with a preference for experience in Asia and/or Bangladesh.
∎ Proficiency in utilizing ICT4D ME&L tools and programs for mobile data collection, analysis, and reporting, including Power BI.
∎ Exceptional communication skills, both oral and written.
∎ Strong supervisory experience, particularly in remote operating environments.
∎ Fluency in English is mandatory.
