Job Context:
∎ The position will dedicate 100% of his time to carry out the roles and responsibilities of Deputy Team Leader, Female Sex Worker Intervention, Light House Consortium which is directly reportable to Deputy Chief Executive, Light House being Program Head of the organization. This position is based in PMU at Dhaka of Consortium Office.
∎ The Deputy Team Leader will have overall responsibility for leadership and management of the program operation and reporting of project activities. S/he will be responsible for making program operation related key decisions and solving problems. S/he will also ensure effective collaboration and communication with the SCI and other GO/NGO stakeholders and partners in regards to program, PSM, and M&E.
Job Responsibilities:
∎ Provide leadership and direction to ensure programmatic and PSM integrity of the project and to achieve rapid and sustained goals, objectives and targets.
∎ Manage all aspects of the program operation including supervision and capacity building of all staff; review project proposal materials and develop a detailed implementation and monitoring plan and adapt program to changing context as needed. Discuss and agree with SR and PR management, project team members, referral service providers and other stakeholders on set activities, implementation and monitoring plan, roles and responsibilities of each team member.
∎ Ensure all compliance with the terms of the award
∎ Act as CBOs and SSR focal and ensure support for quality service delivery
∎ Undertake necessary initiative to integrate facility set up in GoB primacies and ensure all sorts of relevant coordination;
∎ Ensure that all grant required activities, indicators and objectives are successfully met within the project timeframe and allocated budget
∎ Work with team on timely procurement and delivery of required commodities to avoid stock-outs
∎ Work with finance, HR/admin, procurement team to ensure smooth implementation of project activities
∎ Develop ideas/proposals for new collaborative activities in addressing the unmet needs of the beneficiaries
∎ Work with M&E Team closely to update project monitoring plans and discuss challenges/solutions
∎ Schedule regular site visits for monitoring and supervision where possible to ensure quality of services, accurate data collection and verify consumption rates of pharmaceuticals and supplies
∎ Monitor and supervise PMU team's performance and initiate capacity building activities
∎ Guide M&E Specialist on compiling data and developing reports
∎ Regularly analyses work plan progress in conjunction with program and clinical service team staffs in order to build their skills in tracking progress trends and developing appropriate responses
∎ Regularly update training and advocacy schedule and ensure events are conducted as proposed to the donors
∎ Proceed approval in regards to program, PSM, clinical services, etc. in close collaboration with SR management
∎ Develop and maintain strong working relationships with SCI, as well as other stakeholders
∎ Represent as focal to share the project's progress, achievements and lessons learned to SCI
∎ Work closely with M&E team to prepare and ensure submission of report to SCI within the stipulated time frame
∎ Coordinate recruitment in hiring appropriate skills
Additional Requirements:
∎ Age at most 45 years
∎ Education: Advanced University degree in Social Sciences or public health with at least 5 years management experience related to project and program management with targeted interventions for SRH including HIV/AIDS/STI prevention among Most at risk groups. Four years of immediate experience of staff supervision.
∎ Prior Work Experience: Minimum 5 years of progressively responsible job-related professional-level experience in the management of prevention program, PSM, training and advocacy, etc. Practical experience of working with CSOs, government and development partners at local, national or regional level. Beside experience in using project generated in decision making is highly desired. The position also require experience in coordination and collaboration. Hence, ability to work, communicate and advocate with a broad range of stakeholders including policymakers, government officials, NGOs, the media and community representatives are expected under this assignment.
∎ Post Entry Training: Familiarization training in Light House including GF-NFM III -FSWI supported program specific procedures, reporting requirements, and systems, and orientation working from a donor agency and Light House perspective, will be provided. Training to maintain professional capability in the field as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as they become available, subject to availability of funds.
∎ Language Proficiency: Must be able to communicate effectively in both written and spoken English at a professional level. Excellent written and oral communication skills with a fluent writing style and good knowledge and practical use of both English and Bangla.
∎ Job Knowledge: The DTL must have a good knowledge of training, advocacy and outreach programming including management of administration. In addition, the quick learning ability and proactiveness are desired for this position. The Coordinator must have knowledge and understanding of the organization and roles of the different levels in order to maintain effective communication and coordination.
∎ Skills and Abilities: The DTL should have demonstrated the ability to assume management and leadership roles in terms of achieving the project performance. The DTL must be resourceful, have good judgment, and have the ability to work diplomatically with persons from many backgrounds. The work requires a user-level ability to work with computers and common software programs. Ability to work under pressure, to prioritize work, and to meet tight deadlines is required. Must be able to communicate clearly with a wide range of partners.
∎ POSITION ELEMENTS
∎ Supervision Received: The incumbent will work under the general supervision of the Deputy Chief Executive, Light House. Daily supervision is minimal and routine work should be performed independently with little instruction. Employee should be able to identify and solve problems as they arise. The supervisor makes assignments in terms of overall objectives and resources available. Completed work is reviewed in terms of achievement of, and effectiveness in meeting, objectives. The DTL is expected work in a collegial manner, and to exercise considerable autonomy and judgment in discharging the duties of the assignment.
∎ Available Guidelines: Agency correspondence, manuals/SoPs, annual plans, Light House policy policies/guidelines and supervisor's instructions. Guidelines are often general in nature and not specific to the situation at hand, requiring considerable interpretation.
∎ Authority to Make Commitments: Within the scope of the assignment, the DTL advises project office and project personnel on courses of action to resolve implementation deficiencies.
∎ Nature, Level, and Purpose of Contacts: Contacts are maintained in person, by phone, and by written communication with consortium staffs. Contacts will include routine administrative functions, as well as important issues regarding activity implementation, and the negotiation of corrective measures if needed.
