Educational Requirements:

Job Responsibilities:
∎ The Deputy Manager - MEAL will take the lead to develop MEAL plan and PMP with appropriate tools, techniques and indicators and is responsible to track MPCS project performance indicators.
∎ S/he will develop detail indicator reference sheet for PMP indicators and organize annual MEAL planning workshop and to organize regular coordination meeting with partners M&E/ MEAL staff to ensure valid data are coming from partners.
∎ This person will be responsible to develop appropriate MEAL tools and techniques for data collection, data management and updating the MEAL database and analyzing and reporting on MEAL data at key intervals, and sharing results in program review meetings with staff and partners.
∎ S/he will ensure details steps to ensure data is accurate, reliable, timely, complete and precise in compliance with USAID policies and conduct data quality assessment to ensuring that the data received from project are valid and reliable to make programmatic decision.
∎ S/he will lead training/workshops to build capacity of the partner/program staff on MEAL, and provide them with ongoing MEAL technical support, assist in preparing monthly and annual reports for the donor and other stakeholders.
Additional Requirements:
∎ At least 5 years' experience of working in the areas of M&E/MEAL, preferably in risk reduction projects with 3 years in management position.
∎ S/he is expected to have advanced knowledge and hands on experience to collect, analyze and visualize data from the field using KOBO or related tools through cell phone or Tab.
∎ Demonstrated capacity on development and implementing partner NGOs on MEAL.
∎ Ability to lead to conducing different studies (baseline, evaluation, KAP), plan to explore and implement learning agenda to identify knowledge gaps and conduct training for survey/assessment team on tools and techniques.
∎ Experience in reporting on CAR, COMPASS, KPI.
∎ S/he should be highly conversant in data analysis skills using SPSS/STATA & Excel/MS-Access and sufficient skills on PowerPoint.
