Job Responsibilities:
∎ As the leader of Program Operations of Bangladesh Country Office, the DCD is accountable for the strategic direction, management and implementation of the Country Office programme on time, on budget, at scale, with quality, and in compliance.
∎ The programme includes: Health, Nutrition & HIV/AIDS, Education, Humanitarian, Child Poverty, Child Rights Governance and Child Protection.
∎ Within the humanitarian portfolio, the responsibilities include overseeing the Cox's Bazaar Area office where SCI implements a significant refugee program, along with providing management oversight to the procurement team and Sponsorship program.
∎ S/he will generally serve in the Acting position during the absence of Country Director.
∎ S/he is expected to be an active member of the Country Office Senior Management Team and provide overall leadership and direction to the Program Team.
∎ Major responsibilities include, providing strategic vision and direction to the SC Bangladesh programs, including ensuring all necessary support to Cox's Bazar Area Office that includes Rohingya Response and other development programs.
∎ S/he will be responsible for ensuring that cross synergies exist among various programs, overseeing the design and approval of a high quality program plan in line with the objectives of the country strategy.
∎ S/he will support the development of funding strategies and grant proposals to ensure adequate resources are secured for program activities from both grants and the private funds of SC members.
∎ S/he will proactively seek and maintain regular working relationships with - host government authorities, donors, and partner agencies (e.g., USAID, DFID, SIDA, etc.), the UN system, and local & international NGOs.
Additional Requirements:
∎ The incumbent should have experience (10 + years) in program operations at country level with significant field operations experience running both emergency and development programs.
∎ Robust experience of NGO emergency programme cycle management, and with experience of working within a complex and matrix organisation structure
∎ A very good understanding of the sectoral programmes and a working knowledge of the programme priorities of the Country Office.
∎ Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
∎ Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, SIDA and DIFD grants).
∎ Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results.
∎ Ability to analyze information, evaluate options and to think and plan strategically.
∎ Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
∎ Working experience in Asia is preferred
