∎ RTI`s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
∎ Program Description :
∎ RTI`s GHD is pursuing the forthcoming USAID-funded Bangladesh Strengthening Local Level Health Systems Activity, which will work to improve health outcomes for all by addressing the gaps preventing local level health systems from delivering high quality and integrated public health services. This Activity will be expected to uphold USAID/Bangladesh`s Health Strategy principles of equity, quality, resource optimization, evidence-based decision making, adaptive management, resilience, and locally-led development. The anticipated Activity will be based in Dhaka, Bangladesh with a to-be-determined sub-national focus.
∎ Position Description :
∎ The GHD is seeking a Deputy Chief of Party (DCOP) for this Activity. The DCOP will provide technical oversight of project performance and manage members of the technical team. The DCOP will also ensure that strong linkages are created with local stakeholders and contribute to the overall success and sustainability of project outcomes.
∎ Position is contingent upon award and funding.
Job Responsibilities:
∎ Primary Responsibilities:
∎ Supports the Chief of Party (COP) in providing technical direction and leadership.
∎ Provides oversight of sub-national and district level implementation.
∎ Facilitates close coordination with the central, regional, and district technical teams.
∎ Develops and adapts technical strategies, approaches, and activities to achieve objectives, and applies and contextualizes global best practices and learning to the country setting.
∎ Oversees assessment and planning activities in the field and is responsible for coordinating the inputs from technical staff.
∎ In the absence of the COP, serves as Acting COP and the project's key representative to USAID, Government of Bangladesh, relevant civil society organizations, and other stakeholders.
∎ Contribute to work planning and implementation of project activities in collaboration with the COP.
∎ Ensures that project activities meet USAID and stakeholders' expectations.
∎ Works with the COP to manage project performance and results, including oversight and direction of the project's technical, operational, and administrative staff.
∎ Ensures coordination and collaboration with other USAID implementing partners and cross-sector programs, as appropriate, at the subnational level.
Additional Requirements:
∎ Master's degree and 10 years of experience or PhD and 6 years of experience in integrated health services, health systems strengthening, and/or health governance.
∎ Experience in capacity building of local stakeholders.
∎ Experience with developing and tracking workplans, ensuring program technical activities are progressing, and outcomes are aligned with key indicators and goals.
∎ Demonstrated experience in building effective working relationships with USAID and government counterparts at all levels, local organizations, and other program partners.
∎ Demonstrated ability to manage staff within decentralized branch/field offices.
∎ Strong organizational, interpersonal and management skills.
∎ Possesses strong oral, written communication, presentations skills.
∎ Must be fluent in English.
∎ Ability and willingness to work throughout Bangladesh required.
∎ Bangladeshi nationals are strongly encouraged to apply.
