Experience:
Bachelor’s degree and 3 years of experience, master’s degree and 1 year of experience or equivalent combination of education and experience. Education must be in Finance, Accounting, Commerce, or related disciplines.
Strong finance and accounting experience required; experience with USAID, DfID or other donor agency regulations are highly preferred.
Knowledge and experience of procurement of goods and services is essential.
Experience in working with grants is preferred.
Knowledge of Tax and VAT regulations in Bangladesh.
Ability to communicate effectively, both orally and in writing, is required.
Good communication in English.
Ability and willingness to work throughout Bangladesh required.

Program Description
USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level.
This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3)
Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience.
Position Description
RTI is seeking a Finance & Grants Officer in Bangladesh (will be based in any location in Bangladesh outside of Dhaka). The Finance & Grants Officer will provide operational support, and review all grants generated by the SLLHS project. Key responsibilities will include making financial transactions, procurement of goods and services, assessment of grantees and developing their capacity in financial management, preparing, and monitoring budget, submitting fund requests, preparing finance reports as well as quarterly accrual reports in compliance with USAID regulations and RTI Policy and Procedures. This position will report to the Regional HSI Lead.
Responsibilities
Manage SLLHS Regional office for efficient and effective functions and work environment.
Arrange logistic support for training, workshops, and meetings to be held at the regional level.
Arrange procurement of goods and services for regional office including regular updating vendor database.
Review payment packages for procured goods and services that are coming from district cluster offices.
Input in RTI accounting system all financial transactions of regional and district cluster offices.
Manage travel logistics for SLLHS staff and event participants.
Review travel expenses report of regional staff for compliance with RTI policy and procedures.
Prepare and monitor budget for regional office. Monitor budget and expenditure for district cluster offices.
Upload bank payments to obtain approval.
Submit monthly finance report to Dhaka office including accruals.
Support SLLHS regional and cluster staff for financial and administrative issues.
Support small grant sourcing and administration.
Develop capacity of grantees in financial management.
Review and file grantees reports, periodically conduct on-site visits.
Prepare documents for audit and support Auditor during site visits.
Any other related functions as assigned by the supervisor.
