Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Reporting to : Country Director-HKI and Chief of Party- FFP Project
∎ Duration: The expected project period is through March 2021; start date in November/ December 2019.
∎ Scope of Work: The Deputy Chief of Party (DCoP) will provide overall program management and operational leadership for the program while serving as the primary point of contact from HKI for the donor, local staff, and consortium partners on issues pertaining to operations and program finances in the Cox`s Bazar district within the Food For Peace (FFP) emergency response project which impact on the lives of the vulnerable host community people.
Job Responsibilities:
∎ In coordination with the Chief of Party, provide management, technical, and operational leadership for the program;
∎ In conjunction with USAID, the Chief of Party, and HKI, determine priorities, develop work plans, and ensure program responds to changing conditions and operating environments;
∎ Serve as the primary contact with the donor on finance, program, administrative, and operations issues, participating in discussions on contract issues and actions, and following up on client requests and concerns;
∎ Assist in the oversight and monitoring of program activities and operations, and ensure reports, work plans, and other program deliverables are timely and of high quality;
∎ Manage and monitor project budgets, financial reports, and projection of funding needs;
∎ Provide timely updates of all situational, security, and program developments;
∎ Manage and supervise team of local staff and consultants; set timelines and goals for team product development and implementation;
∎ Mentor program teams to produce quality work and build capacity over time;
∎ Preparing and submitting quality reports, papers and guidelines to the line manager on project outputs and results.
∎ Representing FFP project in various local and national forums as required.
∎ Ensuring that HKI and ACF administrative, financial and resource management policies and regulations are understood, implemented and followed by all staff and assigned implementing partners of the FFP project.
∎ Monitoring and reviewing performance and holding staff accountable for meeting the success criteria and delivering expected outputs and taking decisive action in the case of poor performance
∎ Participating actively in team planning and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved
∎ Supporting colleagues to ensure proactive and timely support and resourcing is provided to the partner staff
∎ Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge for effective learning of the team members.
∎ Ensuring the best practices are captured, documented and disseminated at project level and programme level
∎ Other duties as assigned by the Country Director
Additional Requirements:
∎ At least 5-7 years progressively responsible work experience in the area of participatory programme planning, management, monitoring, and evaluation, within a development organisation/ NGO.
∎ Experience of working with USAID funded project and familiar with rules and regulations
∎ Experience working as program head or DCOP in other projects
∎ Experience of managing and working with partner NGOs

To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, five local implementing partners, individuals, communities, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.
