Job Context:
∎ Shushilan is a national non-governmental organization (NGO) established in 1991. It envisions a society conducive to economic and socio-cultural development, particularly for poor, vulnerable, and excluded communities. Its mission is to create opportunities and empower socially underprivileged communities.
∎ A consortium of national and local NGOs, led by Shushilan in Bangladesh, is seeking a Deputy Chief of Party (DCOP), Grants Partnership and Compliances for the anticipated Host and Impacted Community Response Activity (HICRA), funded by USAID. This project`s award ceiling is more than $70 million for a five-year period. The activity`s key programmatic areas of intervention include economic growth and livelihoods, natural resources management, water, sanitation, and hygiene (WASH) with an emphasis on access to safe drinking water, and disaster risk reduction (DRR). The purpose of this activity is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. In this case, host communities refer to the Ukhia and Teknaf upazilas hosting Rohingya refugee camps. Impacted communities include Cox`s Bazar district and communities throughout the three Chittagong Hill Tracts (CHT) districts (Bandarban, Rangamati, and Khagrachari). The inclusion of the CHT districts will allow the activity to address longer-term, less immediate impacts of the refugee crisis related to social cohesion and conflict prevention across the region.
∎ The Deputy Chief of Party, Grants Partnership and Compliance is a critical position and is subject to approval by USAID as well as project award and funding. This position will be based in Cox’s Bazar, an unaccompanied position for expatriates, although both Bangladeshi and international candidates are encouraged to apply.
∎ The DCOP is accountable for leadership in partnership, grants management, and donor compliance, and technical oversight in the timely execution of program activities along with the consortium members and sub-awardees. This role involves closely supporting the COP in overseeing the overall progress of project planning, design, implementation, monitoring, and evaluation, ensuring compliance with Shushilan, Consortium and the USAID rules and regulations. The DCOP will provide guidance and supervision to the consortium members to achieve strategic goals and objectives, ensuring compliance, efficient resource allocation, and the appropriateness of expenditures aligned with partnership guidelines. The DCOP will plan for and organize orientations and capacity building interventions for the consortium partners as deemed necessary.
Job Responsibilities:
∎ Technical Leadership: Ensure consortium members align with the project work plan and are successful in completing results and deliverables.
∎ Operational Management: Manage program operations, financial, and administrative priorities, ensuring compliance with local labor laws, USAID regulations, and consortium values, including budget preparation of partners.
∎ System Development: Assist the COP in establishing management systems that align with consortium's standard operating procedures, tailored to the project's needs.
∎ Partnership Focal: Act as the primary focal point among the consortium members and liaison with the USAID, government counterparts, stakeholders, private sector entities to ensure compliance and provide final checks in any project-related procurement or subawards declaration. Plan for and organize orientations and capacity building interventions for the consortium partners as deemed necessary.
∎ Risk Management: Identify challenges and risks promptly, guiding necessary adjustments within the consortium members.
∎ Annual Planning: Guide partners in designing and achieving results aligned with USAID’s planning cycles.
∎ Resource Allocation: Assist and ensure efficient, compliant resource planning, focusing on effective risk mitigation measures.
∎ Representation: Represent the project at meetings, conferences, and other forums to communicate progress and engage with stakeholders in the absence of COP.
∎ Partners’ Reporting: Ensure the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables for transparency and donor compliance.

Additional Requirements:
∎ Age at least 35 years
∎ Experience: Bring 10+ years of senior experience in international large-scale development project management, including previous roles as grants and partnership director, Deputy Chief of Party operations, and work on CFR risk management.
∎ Leadership Skills: Demonstrate leadership in designing systems and linking them to project executions, with previous experience in capacity development of local NGOs in a diversified cultural context.
∎ Project Management: Possess substantial project management experience, including leadership roles, within integrated and sustainable development contexts.
∎ Stakeholder Relations: Proven skills in building and maintaining relationships with governments, local organizations, and partners.
∎ Contextual Familiarity: Ideally, have experience with the culture and context of South Asia/Bangladesh and refugee situations.
∎ Reporting Expertise: Demonstrate proficiency in narrative and financial reporting for complex projects and feeding into donors' reporting.
∎ Commitment to Values: Exhibit a strong commitment to Sustainability, Diversity, and Inclusion principles, as evidenced by previous management positions, and show dedication to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
∎ Team Management: Possess a track record of assisting in recruiting, developing, and managing staff and teams within the consortium.
∎ Communication Skills: Maintain excellent oral and written communication skills in English, along with exceptional interpersonal and negotiation abilities.
∎ Adaptability: Demonstrate the ability and willingness to work effectively in challenging operating environments.
