  • Demonstrated commitment to ethics, transparency, and accountability in program implementation.

  • Excellent spoken and written English and Bangla.

  • Enrollment in the Bangladesh Bar Council and experience as a practicing lawyer preferred.



Responsibilities & Context:

  • Democracy International (DI) is seeking to hire a Deputy Chief of Party (DCOP) to support the USAID-funded Ain Shohayota Activity. The goal of the Activity is to promote people-centered justice through increased public participation, inclusivity, and data-driven approaches to strengthen the justice system. The Activity is currently in its second of five years.

  • The position will be based in Dhaka and is likely to require substantial travel within Bangladesh. The DCOP should be able to augment the work of the Chief of Party (COP) by cultivating and maintaining relationships with a variety of partners, ensuring that the Activity not only meets – but exceeds – the implementation and reporting expectations of USAID and DI, and building the technical capacity of staff and partners. The DCOP must be willing to attend and actively participate in meetings and events, including leading some sessions; the DCOP should be able to act as COP in his/her absence. The ideal candidate will have extensive experience working with government partners, the judiciary, and civil society to strengthen government legal aid services and access to justice in Bangladesh, have strong interpersonal skills, and be able to adapt to the evolving needs of the Activity. This role is only open to Bangladeshi citizens.

Essential Job Duties:

  • Work closely with the COP to provide technical and managerial oversight for the Activity, including the development and implementation of the Activity’s annual work plans, reports, and other requests that may come from USAID or DI.

  • Act as the Chief of Party in his/her absence.

  • Represent the Activity at meetings, workshops, and other events, including providing the opening/closing remarks and/or leading technical sessions on topics including government legal aid services, mediation, promoting gender equality and social inclusion, and other related topics.

  • Develop and maintain strong relationships with partners, particularly from civil society, the judiciary, and government.

  • Provide guidance and support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation.

  • Directly supervise staff members as assigned, some of whom may also serve in a supervisory role.

  • Contribute to staff capacity-building across the program and provide evaluation and workforce management to ensure their continued growth.

  • Foster coordination between departments, including Finance, Operations, Procurement, and Monitoring, Evaluation, and Learning (MEL);

  • Identify potential issues, risks and challenges that may impact delivery of activities/results and develop timely follow-up actions to mitigate them.

  • Provide necessary support to research and assessments conducted by the Activity.

  • Synthesize and develop lessons learned from field operations.

  • Engage in regular coordination meetings with the COP and other staff members; and

  • Other similar tasks that may be reasonably assigned.

Reporting:

  • This position reports to the Chief of Party.
