Job Context:
∎ Community-Based Mental Health Services for Children and Young People in Marginalised Communities.
∎ Location: Dhaka, Bangladesh. The role will also involve significant travel within Bangladesh (up to 40% of the role).

∎ ABOUT THE PROJECT:
∎ The project: Community-Based Mental Health Services for Children and Young People in Marginalised Communities Project`s goal is to develop a quality and inclusive community-based MH support system to improve the MH and wellbeing of underserved children and young people, particularly girls and young women and those with other disabilities, in Bangladesh. By targeting systemic and attitudinal change, family/community engagement and service provider capacity, the project will contribute to develop a quality and inclusive community-based mental health support system to improve the MH and wellbeing of underserved children and young people, particularly girls, young women and those with other disabilities.
∎ The project will address key gaps in minimum healthcare services for CYMH, improving access to MH support and services and to their social and economic rights with support from their family and communities, with more dignity and reduced stigma and discrimination, leading to a better and healthier live.
∎ The main expected outcome will be improved access to quality mental health services for children and young people with mental health issues or at risk in the project area. This will happen with support from their families, communities and DPOs within an inclusive policy environment. The communities targeted by the project will have a more equitable and accessible quality mental health support system provided by government and non-government MH services in response to revised, disseminated and implemented MH policy and plans. The project will be implemented in Dhaka, Bagerhat and Jessore districts in partnership with DPOs and NGOs and Research Institutions.
∎ ABOUT COORDINATOR MEL POSITION.
∎ The Coordinator MEL is an important position of the Mental Health project to give strategic and overall guidance and development of Monitoring Evaluation and Learning plan. She/he will be responsible for periodic monitoring and tracking the progress of the project based on Log frame. Regular visit to the project locations and working with the project team members both with ADD and with partner organizations.
∎ 3 years progressive experience working as Coordinator MEL with good understanding of LFA development/data management/analysis/documenting learning and preparing project reports. Experience of working with Person with Psychosocial Disability (PPD) and understanding their complex situation including a fair understanding about Disability sector is expected. The position is based in Dhaka but extensive field visit (at least 40% time) to different project locations is required.

Job Responsibilities:
∎ Give strategic support to the project team on M&E and learning
∎ Monitoring and tracking the progress of the project as per log frame and prepare various periodic reports as per Donor and organizational requirement.
∎ Regular visit to DPOs, Partners and other activities with stakeholders' group, capacity assessment, preparing learning documents and support to strengthen project team members knowledge generation and management. Besides, writing the project progress report following log frame indicators and keep Data Management Table of the project and ADD to fit Quarterly Progress Review Report
∎ Coordinate with Manager MEL of ADD and working relation with Head of Program besides direct line Manager.
∎ Train the team members, and partners for their capacity enhancement on MEL to ensure the correct utilization of all tools and processes according to the MEL framework
∎ Participate and ensure accurate and timely completion of regular operations including baseline, annual and end line surveys; regular monitoring; data collection, verification and analysis; and feedback to all stakeholders according to the MEL work plan in relevant fields
∎ Ensure the preparation of a harmonized MEL work plan in alignment with program plans, ensuring MEL functions are incorporated into individual staff and teamwork plan
∎ Develop and keep update project MIS
∎ Analyse of monitoring data with program staff, partners and beneficiaries, adjusting/setting work plans, targets, and action plans through feedback sessions
∎ Facilitate and communicate with program team for regular MEL meeting
∎ Ensure that case studies and other reports of progress and learnings in support of impact of ADD International Bangladesh works are well documented to share with different stakeholders including the donors.

Additional Requirements:
∎ Essential:
∎ Professional experience in national and international development NGOs for at least 3 years in similar MEL positions, previous working experiences with large projects in similar position will be added value
∎ Experience in capacity building and training within the areas of M&E
∎ Good understanding and practice of contemporary participatory monitoring and evaluation methodology and action learning
∎ Good understanding of Logical Framework and indicator setting
∎ Ability to work in team and adopts a team style which adds value to work and reinforces good working practices.
∎ Have proficiency in facilitation skills and can effectively articulate various participatory methods of Monitoring and Research.
∎ Cross-culturally adaptable and adhere to follow Child and Adult Vulnerable safeguard; Gender Policy and sensitive to issues as appropriate
∎ Demonstrate excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse staff, program, and participants both in the office and outside.
∎ Outstanding oral and written communication skill including fluency in Bengali and English.
∎ This position has lot of interaction and engagement with children and vulnerable adult, therefore, strong adherence to ADD Children and Adult Safeguard policy is essential,
∎ Desirable:
∎ Have knowledge and clear understanding on Human Rights and Persons with Disability's rights along with National and International Legal Instruments on Disability Rights and Mental Health
∎ Ability to travel domestically and internationally
∎ Advance compute skills including working with Microsoft Word, Excel, PowerPoint and SPSS etc.

Salary:
∎ BDT 45,455.00 Gross per month (Commensurate with qualifications and experience) with others admissible benefit as per organizations policies.
