Additional Requirements:
∎ The Coordinator- Monitoring and Results Measurement (MRM) needs to have demonstrable experience working in enterprise-promotion and local economy. S/he must understand results-based measurement techniques. Priority will be given to candidates with experience and understanding on the operating environment of the local economy and government bodies, particularly, Municipalities, in Bangladesh.
∎ The Coordinator- Monitoring and Results Measurement (MRM) needs to have a practical understanding of the socio-political and economic context of Bangladesh. S/he must have excellent analytical and strategic skills. S/he must have strong management skills and the ability to deliver complex tasks within the deadline in a dynamic and fast-paced environment. The Coordinator- Monitoring and Results Measurement (MRM) must be proficient in English and Bangla. Competency in using computer applications like MS Office (Excel, Word, Outlook, and PowerPoint) must be at an advanced level.
∎ The Coordinator- Monitoring and Results Measurement (MRM) needs at least 4 years of progressive experience, specifically in projects related to enterprise promotion, local economy, and/or governance. S/he must have a bachelor’s degree in social science, Public Administration, Economics or equivalent from a reputed university and the ability to work in a team and meet tight deadlines in a dynamic and fast-paced work environment.
∎ Technical Expertise
∎ The Coordinator- Monitoring and Results Measurement (MRM) needs to have demonstrable experience working in enterprise-promotion and local economy. Responsibilities & Context:
∎ Swisscontact is seeking applications from skilled development professionals to provide their expertise into an exciting new journey with PRABRIDDHI as a Coordinator – Monitoring and Results Measurement (MRM). People are at the core of what we do; we take pride in creating an atmosphere of continuous learning coupled with a strong focus on a collaborative work environment.
∎ PRABRIDDHI is a Local Economic Development (LED) project, funded by the Government of Bangladesh and Switzerland, and co-implemented by the Local Government Division (LGD) and Swisscontact. The pilot phase of PRABRIDDHI came to a successful end by August 2020. Phase 1 of the project started in January 2021 for a period of four years and focuses on further development of the LED approach in participating municipalities, capacity building of stakeholders and facilitators of LED and an anchoring of the approach on national level. Throughout the phase, the project will be implemented in seven municipalities. Shibganj, Jashore, Bogura, and Bhairab, are the four municipalities where the project has been operating. In 2023, PRABRIDDHI has started implementation in two new municipalities, Dinajpur and Kushtia.
∎ Contract duration: Initial contract for one year; based on performance, the contract can be extended.
∎ Place of work: Dhaka with regular (up to 50%) visit to the project field locations outside Dhaka
∎ The responsibilities of the incumbent will be as follows:
∎ Support the MRM manager and other team members to implement the project as per the donor mandate.
∎ Oversee all Monitoring & Results Measurement (MRM) activities.
∎ Implementation & Stakeholder Management
∎ Lead preparation and implementation of MRM strategies, results chains, and measurement plans and design projectspecific quantitative and qualitative MRM tools as per Donor Committee for Enterprise Development (DCED) standards.
∎ Develop high quality quantitative and qualitative methods and data collection tools for monitoring project activities.
∎ Coordinate regularly with the implementation team to stay informed about the implementation updates and use evidence-based feedback to modify intervention plans (when necessary).
∎ Lead the design and implementation processes of baseline study, evaluations, and other necessary surveys.
∎ Lead the process of data collection, interpretation and aggregation for project’s impact, accountability, and progress.
∎ Supervise data collection and lead overall data management.
∎ Present findings internally to the project team on a regular basis and ensure adaptive learning and project management.
∎ Support the analysis of pilot activities, knowledge curation, and support the development of a country-specific Local Economic Development (LED) concept and toolkit.
∎ Identify good practices/innovative approach and lessons learned for documentation e.g. success stories, technical reports, or peer review publications, research and evaluation publications for sharing with key stakeholders.
∎ Proactively engage in learning from different stakeholders to identify innovative solutions related to LED concept and toolkit relevant for Bangladesh.
∎ Contribute to the overall learning and knowledge management of the project.The primary objective is to promote and create awareness about the ICT freelancing sector among the youth.
