A minimum of 7 years of professional experience in the democracy and governance sector and including anti-corruption initiatives in Bangladesh
Demonstrated expertise in implementation of evaluations
Excellent communication and report writing skills in English
Knowledge of political and administrative systems in Bangladesh (national and local levels) is preferred
Knowledge, skills, and experience in qualitative evaluation tools preferred
Experience working with civil society organizations in the field of good governance and/or policy advocacy is preferred
Position Description
EnCompass LLC is seeking a local consultant as a Country Context Specialist for Evaluation of USAID/Bangladesh Anti-Corruption Activity. EnCompass LLC is implementing the four-year United States Agency for International Development (USAID) Bangladesh Upoma Activity, providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts. Under Upoma, EnCompass has been tasked to conduct a Midterm Performance Evaluation of the Participatory Action Against Corruption: Towards Transparency and Accountability (PACTA) activity in Bangladesh.
PACTA (Promoting Accountability and Citizen Transparency in Bangladesh) is a multi-donor initiative aimed at enhancing transparency and accountability within local governance structures in Bangladesh, with a particular emphasis on anti-corruption efforts. Implemented by a consortium of donors and local partners, PACTA employs a multifaceted approach to foster greater citizen engagement, strengthen local government capacity, and support the use of digital tools for monitoring governance practices. Key interventions under PACTA focus on empowering citizens to hold their local governments accountable and equipping government officials with the tools and knowledge needed to reduce corruption and improve service delivery. Major challenges to implementation include entrenched corruption, resistance to digital innovations, and the need for behavioral change among both citizens and government officials. Despite these challenges, key successes to date include increased transparency in local governance processes, greater use of digital platforms for citizen engagement, and measurable reductions in corruption-related activities at the local government level.
