Duration: 40 working days (17th May to 15th August 2026), 10 days for module development and 30 days for training facilitation.

Centre for Peace and Justice (CPJ) is a multi-disciplinary academic institute, which promotes global peace and social justice through quality education, research, training and advocacy. CPJ is committed to identifying and promoting sustainable and inclusive solutions to a wide range of global concerns and issues, including fragility, conflict and violence. The institute has multiple projects in different districts of Bangladesh. We are looking for an experienced consultant according to the below Terms of Reference;
The Centre for Peace and Justice (CPJ) at BRAC University, in collaboration with ActionAid Bangladesh and with support from the European Union, is implementing the project “SUSHIL: Supporting the Unity and Sustainability of Civil Society Organizations (CSOs) to uphold Human Rights, National Integrity and Rule of Law in Bangladesh.” Under this initiative, CPJ will conduct a series of capacity-building trainings for government officials and law enforcement personnel across nine districts of Bangladesh. The Consultant will be responsible for designing and delivering a comprehensive, context-sensitive training program aimed at enhancing participants’ understanding of civic space, citizen rights, data protection, and digital security. The role will focus on strengthening the capacity of 180 officials to effectively apply legal frameworks, uphold human rights standards, ensure responsible information management, and promote safe and inclusive digital practices. Through this engagement, the Consultant will contribute to fostering improved collaboration between government institutions and CSOs, enhancing transparency and accountability, and supporting an enabling environment for civic participation and rights-based governance.
Develop a comprehensive bilingual (Bangla and English) training module on civic space, data protection, citizen rights, digital security, and digital media literacy
Design training materials, tools, and facilitation guides using adult learning and participatory methodologies
Prepare a detailed one-day training agenda including session plans, objectives, and methodologies
Integrate national laws, policies, international human rights standards, and practical case studies into the training content
Conduct training sessions in 9 project districts with 20–25 participants in each session
Facilitate interactive sessions including group discussions, case analysis, and problem-solving exercises
Provide district-wise training reports following each session
Prepare and submit a final completion report with key findings and recommendations
DELIVERABLS
Detailed work plan.
One-day bilingual training module on civic space, rights, data protection, and digital security.
Training agenda with objectives, materials, and facilitation tools (Bangla and English).
Training materials package including slides, handouts, and case studies.
District-wise training reports based on sessions conducted and participant feedback.
Pre- and post-training assessment tools and summary analysis.
Final completion report with key findings, lessons learned, and recommendations.
Minimum 10–15 years of relevant professional experience in training, facilitation, or capacity building
Strong expertise in civic space, governance, human rights, data protection, and digital security
Proven experience in developing training modules and materials for government and CSO stakeholders
Experience working with government officials, law enforcement agencies, and civil society organizations
Demonstrated skills in adult learning methodologies and participatory facilitation approaches
Excellent communication and report writing skills in both Bangla and English
Ability to work collaboratively with multiple stakeholders and adapt to diverse institutional contexts
