• Technical diploma in Construction within Civil Engineering/Structural Engineering essential
• BSc in civil engineering/ Structural Engineering preferable
• Essential five years of work experience in construction project management
• Desirable previous experience with MSF in construction project management
• preferred other NGOs and demonstrate working experience as civil engineer in developing countries
• Experience in feasibility, Estimation, BoQ and design
• Demonstrate experience in structural calculations
• Site management of the Construction Site
• Local construction methods and laws are essential
• Plumbing and electrical installation is desirable
• English language proficiency essential and Chittagonian languages is desirable
• Computer literacy essential
• Proficient user of Auto Cad, MS Office (Excel, Word, Outlook) – essential
• Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization
• Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support.
• Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g., installing / building / implementing. Liaising directly with the staff to identify the project needs and managing response and prioritization of requests.
• Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems.
• Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required
• Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, use and maintenance of new installations
• When required, acting as Flying expert in a mission and providing deep technical advice to managers
• Performing delegated tasks specific to her area of specialty and as defined in his/her job description
MSF Section/Context Specific Accountabilities
- Ensure the implementation, monitoring, and evaluation of the construction and rehabilitation activities according to MSF protocols and standards
- Supporting projects with planning, designing, and developing the construction projects and rehabilitation activities in the project (needs assessment, budgeting, contractor selection, etc.)
- Responsible for the implementation of Construction and Rehabilitation activities; provide support for technical aspects, drawings, design, project costing, and close supervision of the construction works for the entire mission
- Assist and Support projects team in preparing the MSF Construction Project Initiation Form (CPIF) and scope of work with required technical information,
- Prepare and Provide Bill of Quantities (BOQ) for all structural maintenance and all new construction
- Carry out regular field visits and offer permanent technical support to the project sites (if and when needed)
- Perform supervision tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience
- Support in the market assessment strategies development and evaluation of local suppliers for the quality and services; support in the availability assessment and review of international orders in his field of expertise
- Support the development of the Construction and Rehabilitations budget in all projects and Coordination (Annual planning process and Budget revision)
- Support in the administrative part (contract management, market assessment, renewal of documentation, etc.) for the Construction related activities
- Support in the management & Follow-up of the timeline of activities for all projects (daily management and site supervision) in his/her field of expertise in collaboration with the Project Logisticians/LTL/Log Manager); Assist in the project management/site supervision (cost control, schedule management, quality control, and others) when applicable/required
Communication and reporting
- Contribute to the mission monthly construction report by providing relevant data to the line manager
- Establish communication with external agencies such as contractors or service providers and relevant governmental agencies, maintaining effective and professional relationships
- Submit monthly progress report to LogCo for inclusion in the monthly log report
- Submit monthly reports to PCs for inclusion in SitRep
- Give regular feedback to the line manager and report directly any issue or incident
This is a permanent position based on performance and operational needs. Salary according to level Eight (8) of the internal MSF salary grid (BDT 108000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
