Educational Requirements:
∎ Technical Degree in Civil engineering (Bsc)/ Water and Sanitation engineering or any other related field with a minimum of 3-5 years’ experience with NGOs in management of water, sanitation and or public infrastructure construction (management of committees of water and sanitation and supervision of building and rehabilitation of wells and borehole)

Job Responsibilities:
∎ Project Supervision:
∎ 1. Assess the needed rehabilitation Arsenic and WASH works in infrastructure.
∎ 2. Supervise the implementation of the KOICA Project
∎ 3. In coordination with project field coordinator, implement project activities in accordance with the project guidelines and targets
∎ 4. Create RFQ and design and assist in tendering documents.
∎ 5. Review designs, specifications, RFQ and conditions of contract issued by HEED Bangladesh & HFH and attend all site level meetings with GOB
∎ 6. Provide supervision, technical assistance and project management skills to local staff within operational areas of KOICA Project
∎ 7. Coordinate, manage resources and implement Arsenic and WASH activities, including constructing and rehabilitating water supply and sanitation systems, schools rehabilitation and promoting good hygiene practices to the returnees within operational areas.
∎ 8. Monitor and inspect private contractor work at vital construction milestones per project schedule
∎ 9. Conduct Arsenic and WASH rapid needs assessments in the field.
∎ 10. As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate WASH interventions in coordination with Project field coordinator
∎ 11. Assist in the preparation of the specifications and documentation for the procurement of key WASH related supplies in coordination with Project Field Coordinator
∎ 12. Prepare project technical reports, and assist Project filed coordinator in project proposals and periodic reports.
∎ 13. Assist in facilitation of the promotion of Arsenic and WASH program impact on and potential for conflict between beneficiaries and non-beneficiaries, and adjust program accordingly
∎ 14. Ensure that all WASH components are implemented as per the project papers and including: design, developing of bills of quantities for water supplies, emergency latrines, Emergency WASH materials etc., as per identified needs and within provisions of the project budget;
∎ 15. Develop, negotiate and manage contracts with service providers (may include preparation of tender documents for purposes of soliciting bids/tenders from contractors for the said project.
∎ 16. Assist in ensuring the close liaison and consultation with the Communities leaders during implementation of the WASH services as per project document requirement.
∎ 17. Assist in undertaking of the capacity building of the various groups involved in projects, including Household Sanitation Committees, Water Committees, Community Hygiene Promoters, in aspects of Water Sanitation and Hygiene in an emergency humanitarian situation.
∎ 18. Under take water quality (microbial, physical and chemical) analysis of treated water using potable water quality kit, as per water quality technical guidelines approved by the government/WHO and donors.
∎ 19. Coordinate and supervise implementation works including managing construction contracts.
∎ 20. Coordinate and participate in projects start up meetings and Project Evaluations
∎ 21. Conduct Clean-up Campaigns.
∎ 22. Facilitate Consultant during school administration engagements.
∎ Coordination with local community groups/ Government Departments/ Other stake holders (Internal and External)
∎ 1. When required, in collaboration with Project filed Coordinator, Represent HFH at interagency coordination - Representing the organization and actively participate in the WASH Cluster Meetings to review progress, as well as attending state level WASH Cluster meetings.
∎ 2. Coordinate day-to-day operation and financial management of the construction works and re-measured all implemented works in the field in accordance with the approved project work plans and liaison with HQ
∎ 3. Support in Liaising with beneficiary community, WASH cluster and local authorities in the selection of project sites as per requirement of the project design.
∎ 4. Reporting and communication
∎ 5. Ensure that project documentation is prepared, including weekly and monthly project reports on implementation/ construction status, as per requirements of HEED Bangladesh
∎ 6. Conduct regular development inspections highlighting potential area of concern
∎ 7. Support Project Coordinator in liaising with Finance and Grants team in tracking WASH component project expenditure, reviewing financial reports, and addressing queries of related expenditure in timely manner.
∎ Other
∎ 1. Other tasks as requested by the Line Manager and/or HQ
∎ 2. Safety and Security responsibilities
∎ 3. Responsible of own security and actively contribute to a positive security culture
∎ 4. Abide by the security policies and procedures and report any incidents or breaches to line manager and / or HQ
Additional Requirements:
∎ Age at most 45 years
∎ Both males and females are allowed to apply
∎ 1. At least three to five years of work experience with designing and implementing water and sanitation systems, preferable in Arsenic and Mitigation Program.
∎ 2. Bachelor’s degree in Civil / Environmental / Public Health Engineering.
∎ 3. Master’s degree in above related fields are preferred.
∎ 4. Experience in designing and putting bill of quantities, WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people in particular in schools.
∎ 5. Demonstrated experience in managing Arsenic and WASH grants is preferred.
∎ 6. Experience in working on Bill of Quantities and design for water and sanitation facilities in Communities.
∎ 7. Experience of working with cross-functional teams.
∎ 8. Experience in coalition building and ability to rally coalitions and networks to take positions on specific policy issues.
∎ 9. Experience in water conservation awareness raising campaigns.
∎ 10. Working knowledge of English and ability to write reports in English.
∎ 11. Successful track record in project coordination.
∎ 12. Ability to manage a wide range of work assignments and changing priorities in high pressure and demanding environment
∎ 13. Strategic, creative and innovative thinking.
∎ 14. Demonstrated understanding of the NGO sector, public sector planning.
∎ 15. Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources
∎ 16. Ability to respect and relate appropriately to people of other faiths.
∎ 17. Understands work from a process point of view and uses measurement and accountability systems effectively.
∎ 18. Excellent time-management and prioritization
∎ 19. 1-3 years of experience focused in the management of arsenic and WASH programs involving rural communities to promote BCC.
∎ 20. Experience in project management and programming knowledge in Arsenic and WASH in addition to Livelihoods.
∎ 21. Fluent in English and Bangla is required (With Fluency in Local Language)
Salary:
∎ Tk. 57800 (Monthly)
