∎ Context: Tdh has been present and active in Bangladesh since 1974 and focuses its work on Migration, tackling child labour, health, child protection, WASH, Access to Justice and humanitarian aid. We are currently working in Dhaka, Cox’s Bazar, Ukhiya, Teknaf and Kurigram.
∎ Description of the position:
∎ CLARISSA is a consoritum partnership programme, led by the Institute of Development Studies (IDS), to generate a strong evidence base on, and innovative solutions to, the worst forms of child labour (WFCL) in Bangladesh and Nepal. The programme is designed to build on the strengths of all consortium partners to work towards a decrease in the number of children in the WFCL in the programme countries. Its focus is on surfacing key drivers of the worst forms of child labour and developing interventions to counteract them. The primary beneficiaries of the programme are children in the worst forms of child labour and those who are vulnerable to being drawn into it. The families of these children will benefit from greater resilience to shocks, better options for their children’s safe and healthy future and less intra-family stress and conflict.
∎ The Community Mobiliser will take an active role in day-to- day operations of complementary activities as part of a ‘cash plus’ intervention in urban slums in Dhaka. The intervention provides regular cash transfers, which is accompanied by additional support through needs based community organising and community mobilisation. This position will work in close supervision of the Lead Community Mobiliser. S/he will be responsible for the day-to-day interventions related to community mobilisation and casework of children and their households that are part of the intervention. Community Mobilisers will also assist the Lead Community Mobiliser in organising the community groups and collective action that form a critical part of the implementation of the CLARISSA programme in Bangladesh.
Job Responsibilities:
∎ Establish effective relationship with the community, including children, their families, community people, employers, and association
∎ Visit and meet key community members to inspire and engage in social protection intervention including cash transfer and cash plus activities
∎ Support adults and children in the slums in the development and implementation of project interventions, developed in a participatory fashion
∎ Operationalise cash transfer and community intervention in the community
∎ Assess risks in the field and consider possible risk management strategies
∎ Assist in the delivery of timely reports on cash transfers and cash plus interventions
∎ Assist to the participatory action research processes and groups
∎ Participate in data collection, and mapping exercises and organize interviews and group discussions as part of different research studies
∎ Work with the safeguarding focal point to assess risks and local mitigation (e.g. referral resources)
∎ Manage case work of children and families, assess services, and identify referrals
∎ Assist in preparing report on social protection interventions in the field
∎ Make the community space in the slum visible and maintain the high standard to organise community mobilisation-related activities in the field
∎ Undertake any other duties that may be determined by the supervisor.
Additional Requirements:
∎ 2 years’ experience and trained in the area of social/community mobilization
∎ Preference will be given to incumbents who have at least 1-year experience of working with children and communities in disadvantaged context, especially Dhaka slums
∎ Experience of community mobilisation, community organising, rapport building with the community members, mediation, conflict facilitation, needs analyses, and participatory action research.
∎ Knowledge of the local contexts such as socio-cultural norms in which the child labour work will take place
∎ Knowledge and understanding of safeguarding and risk assessment with vulnerable and marginal groups
∎ Fluency in spoken and written Bangla and basic knowledge in English
∎ Excellent verbal communication and facilitation skills
∎ Good understanding of the realities of the children living in urban slum context
∎ Willingness to work with communities living in poverty in slum areas
∎ Proactiveness, Self-motivated, goal-oriented, enthusiastic, and entrepreneurial attitude
∎ Commitment to team and collaborative working
∎ Understanding of the value and importance of supervision and ability to accept supervision.
