Job Context:
∎ Reportable to : Focal Person of CEA, BDRCS
∎ Duration of contract : 1 year (with possibility of extension)

Job Responsibilities:
∎ Overall Responsibility: The Community Engagement and Accountability (CEA) Manager will support the Bangladesh Red Crescent Society (BDRCS) operations/ programmes to enhance the impact, reach and efficiency of its operations/ programmes through the integration of CEA concept and approaches. This include communication with communities, participation and feedback systems, behaviour and social change communication, evidence-based advocacy etc. The CEA Manager will be responsible for institutionalization of the concept in all interventions and mentoring and coaching the BDRCS staff and volunteers.
∎ 1. Build opportunities for dialogue and collaboration with key community stakeholders:
∎ Serve as day-to-day point of contact with communities to foster relationships.
∎ Map local stakeholders and ensure appropriate approaches are identified to increasing our dialogue and transparency with them.
∎ Act as a reference point for programme teams on the different community stakeholders and how best to engage with them.
∎ 2. Ensure regular and quality communication between BDRCS and community members:
∎ Based on the local context and community need, identify appropriate channels for communication.
∎ Develop, in consultation with programme teams, communication messages and materials to explain about the BDRCS programmes/activities.
∎ Support programmes' teams to ensure that activities are implemented in a transparent manner, and there is communication with communities via multiple channels.
∎ Encourage operations/programmes teams to deliver key information (e.g. hygiene practice, awareness, life saving messaging etc.)messages via available multiple channels.
∎ 3. Facilitate participation of community members in programme activities and key decisions:
∎ Support programme teams to develop project plans by involving communities through various tools e.g. focus group discussions, formation of committees, strengthening existing committees, design of infrastructure.
∎ Identify ways in which the voice of more vulnerable groups can be heard.
∎ Identify opportunities for programme teams to work with committees and representatives to make decisions together.
∎ Identify opportunities to feed information on decisions back to the community.
∎ 4. Ensure feedback and complaints are collected, processed and responded
∎ Based on the local context identify appropriate means for community members to raise complaints and feedback with BDRCS.
∎ Ensure complaints and feedback are documented and passed to appropriate chanelfor necessary action and ensure follow up.
∎ Support programme teams to respond to complaints and maintain proper record.
∎ Work with PMER and operations/programmes teams to undertake satisfaction reviews of programmes with community members.
∎ 5. Resource development and facilitation
∎ Develop resources (IEC materials, different Modules etc.) concerning CEA.
∎ Organize and/or conduct trainings, workshops and other knowledge sharing events to institutionalize CEA approaches.
∎ 6. Coordination, collaboration, representation
∎ Coordinate with different Departments/Projects at NHQ, BDRCS Units (Branch), Project offices (field) and RCRC partners at Dhaka/field level.
∎ Coordination and collaboration with national and international organizations in relation to CEA capacity development.
∎ Represent BDRCS in different meetings, seminars, workshops, trainings and other relevant issues at different level.

Additional Requirements:
∎ At least five years' working experience in community engagement and accountability, communication for development or social mobilization for a humanitarian or development organization.
∎ Experience in working as part of a team responding to complex humanitarian emergencies.
∎ Experience in setting up and managing tools for communicating with communities. For example, radio programmes, TV shows, SMS systems, community committees, social mobilization or mobile cinemas and community dramas, etc.
∎ Proven experience in planning targeted and appropriate behavior change communication strategies.
∎ Experience in setting up and managing accountability to communities system. For example, feedback and complaints mechanisms, rumor tracking systems, or participatory planning processes.
∎ Experience in coaching, training and developing staff and volunteers in order to build long-term capacity and create ownership.
∎ Experience in designing and implementing assessments, community consultations, research and/or focus groups discussions.
∎ Experience in disaster response, recovery and/or facilitating implementation of risk reduction programs/ projects.
∎ Experience in working with Red Cross/Red Crescent Movement (preferred).
∎ Experience or willing to work in cross culture environment, travelling to field/ community.
∎ Carry out any other tasks as assigned by authority.
∎ Skilled in computer operation, English and Bangla typing (Bijoy software), Internet browsing etc.
∎ Excellent communication skill (both oral and written).
∎ Report writing (narrative, financial) and preparing case stories etc.
∎ Develop resources (Policy/strategy, Guideline/Manual, Module, ToR, Concept Note etc.)
∎ Demonstrate creativeness/innovativeness, proactiveness, honesty, sincerity and professionalism.
