∎ Job Summary:
∎ Democracy International (DI) is seeking to hire a Closeout Consultant to work with USAID`s Promoting Peace and Justice Activity (PPJ) to oversee project closeout and to ensure PPJ compliance with company and USAID rules and regulations, particularly in regards to procurement procedures and grant management. The Closeout Specialist will be responsible for verifying procurement and financial documentation for completeness, accuracy, and compliance with various internal and external rules and regulations and taking corrective action when applicable. The ideal candidate will be an experienced, detailed oriented, organized, self-starter who is comfortable working with limited supervision.
∎ Reporting: This position reports to the Chief of Party (COP)
∎ Level of Effort and Compensation:
∎ It is expected that the Expert will work no more than 80 days on this assignment for a period until August 7, 2023. While travel is not anticipated, if required, PPJ will bear the travel expenses in accordance with its official policy. While there is a preference for candidates able to work during normal office hours, an alternative work schedule, including evenings and weekends, will be considered by the COP.

Job Responsibilities:
∎ Review and reference the DI Purchasing Handbook to ensure systems and procedures are aligned with USAID and DI regulations.
∎ Review physical and digital procurement documentation for completeness, accuracy, and compliance; clearly note any inconsistencies; and if necessary, develop a plan to address identified inconsistencies.
∎ If necessary and in close consultation with the Chief of Party (COP), execute the plan for addressing inconsistencies, collaborating with other departments when necessary to obtain the applicable documentation.
∎ Ensure all procurement back-up documentation is saved on a secure and organized SharePoint location for audit purposes. Consultant may be expected to make filing process improvement recommendations.
∎ Develop first draft of the project's closeout plan.
∎ Ensure post-award management of grants in accordance with relevant regulations, including but not limited to reporting, audits, etc. in accordance with USAID policies, and procedures
∎ Other similar responsibilities DI might reasonably request

Additional Requirements:
∎ 2+ years of relevant experience providing support in the areas of project operations and procurement for USAID Activities, previous work on a contract preferred
∎ 1-2 years USAID grant management experience desired
∎ Familiarity with different types of USAID audits, audit thresholds, and audit preparedness
∎ Experience with USAID procurement standard operating procedures
∎ Proficiency in English and Bangla required.
