Educational Requirements:
∎ Advanced degree (or equivalent experience) in Administration and/or Public Health or any related field with at least 5-10 years working in national/international development in Bangladesh Health System Setup.
∎ Experience in the design, implementation, and management of international development projects, and grant funding applications.
∎ Experience in two or more technical areas such as program development, program implementation, M&E, are essential.
∎ Experience of working or managing one or more of the following disciplines such as health service delivery or education programs focused on primary health care, non-communicable diseases (NCD), reproductive health and cancers, tuberculosis (TB), HIV and AIDS (limited interventions), infectious disease surveillance and control, epidemiological research, and health systems strengthening will be an advantage.
∎ Demonstrated experience in the design, implementation, and evaluation of global/public health programs, especially in the areas of one or more of the following: NCD (hypertension, diabetes, COPD/asthma, gestational complications), malnutrition, cervical cancer, TB, HIV, electronic health record system (EHR), and IT.
∎ Strong understanding of Bangladesh’s health system
∎ Demonstrated strategic agility, diplomacy, conflict management, team building, excellent command in English written and oral communication, and negotiation skills.

Job Context:
∎ Health and Education for All (HAEFA) is an international leader in providing healthcare to the underserved and most vulnerable populations in Bangladesh including coastal and hard-to-reach regions, FDMN Camps, urban, semi-urban, and rural areas. HAEFA’s compassionate medical team members use its technological innovations, a solar-powered electronic health record (EHR) system known as NIROG, for the management of chronic diseases and a paperless see-and-treat cervical cancer screening and treatment program.
∎ HAEFA is looking for a Chief Operating Officer (COO), a dynamic professional ready to accept the challenges of humanitarian work. The Chief Operating Officer (COO) should be self-motivated, proactive, willing to learn new strategies and program procedures, and able to generate reports and swiftly handle donors, project stakeholders, and local government/International delegates. Empathy for people from disadvantaged and underprivileged backgrounds is considered a key quality at HAEFA.

Job Responsibilities:
∎ Serve as the overall supervisor and provide guidance for all operations of HAEFA in Bangladesh, ensuring smooth project implementation.
∎ Oversee and ensure the efficient operation of current and future projects in Bangladesh.
∎ Take responsibility for the activities, work, and reporting of other HAEFA members working under your supervision.
∎ Support the Project Directo (PD) and Country Director (CD) in day-to-day project management, including financial accountability, staffing, work planning, implementation, M&E, and reporting.
∎ Assist PD, CD, in Dhaka, and also the HAEFA USA office in providing strategic leadership and direction for the organization's projects and initiatives.
∎ Collaborate with PD, SD and all Project coordinators to ensure the efficient and cost-effective delivery of project activities and services.
∎ Ensure compliance with contractual and statutory obligations related to the projects.
∎ Manage and coordinate cross-functional teams to achieve timely project results and support services.
∎ Provide supervision, mentorship, and development opportunities to project staff, promoting cost-effectiveness and service delivery efficiency.

∎ Age 30 to 50 years
∎ Proficiency in MS Word, Excel, PowerPoint, Outlook, etc., Corporate IT Support, IT management
