∎ RTI`s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening - including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care - including Reproductive, Maternal, and Child Health and Family Planning. We address a range of public health problems to reduce disparities, lower disease burdens, and build locally owned sustainable health programs in lower- and middle-income countries.
∎ Program Description:
∎ RTI`s GHD is pursuing the forthcoming USAID-funded Bangladesh Strengthening Local Level Health Systems Activity, which will work to improve health outcomes for all by addressing the gaps preventing local level health systems from delivering high quality and integrated public health services. This Activity will be expected to uphold USAID/Bangladesh`s Health Strategy principles of equity, quality, resource optimization, evidence-based decision making, adaptive management, resilience, and locally-led development. The anticipated Activity will be based in Dhaka, Bangladesh with a to-be-determined sub-national focus.
∎ Position Description :
∎ The GHD is seeking a Chief of Party (COP) for this Activity. The COP will be responsible for overall activity performance, management, and execution, ensuring excellence and compliance in all deliverables. The COP holds oversight responsibility for budget management and contract compliance. This position leads activity planning, ensures coordination across components, and manages host country stakeholders and counterpart relationships. The COP will build and maintain productive and professional relationships with USAID, RTI`s home office, and project partners. The COP will support the project by providing technical leadership and overall support?as needed, to ensure all aspects of the project exceed client expectations and serve host country stakeholders.
∎ Position is contingent upon award and funding.

Job Responsibilities:
∎ Primary Responsibilities:
∎ Responsible for the overall performance and results of the project, including management and oversight of the program's technical, operational, and administrative staff.
∎ Serves as RTI's project liaison to USAID, host government counterparts, local organizations, other stakeholders, and program partners.
∎ Ensures that the project activities meet client and stakeholder expectations and that project results are proactively disseminated.
∎ Develops and implements annual program work and performance milestone plans and negotiates an agreement of those plans with USAID, Ministry of Health, and other implementing partners.
∎ Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
∎ Monitors the budget and expenditures against work plan and activity implementation, according to both RTI policy and USAID standards/regulations.
∎ Directly supervise senior technical and operational staff members.

Additional Requirements:
∎ Master's degree and 12 years of experience in public health, business administration, or other field directly related to the activity's focus. PhD/MD with 8 years of experience preferred.
∎ Experience managing large and complex donor-funded health systems strengthening and reform projects.
∎ Experience in technical approaches to health systems strengthening and delivering high quality and integrated public health services.
∎ Experience as a COP or Country Director for a USG or donor-funded project, effectively working with key stakeholders to promote health reform initiatives (e.g., Ministry and other government stakeholders, national and international bodies, international organizations, NGO partners, and U.S. Government Agencies) highly preferred.
∎ Proven track record of building deep and trusting partnerships and exhibiting excellent communication and interpersonal skills with program counterparts, ensuring strong communication, negotiation, understanding, and respect with all key stakeholders.
∎ Must be fluent in English.
∎ Ability and willingness to work throughout Bangladesh required.
∎ Bangladeshi nationals are strongly encouraged to apply.
