Job Context:
∎ Shushilan is a national non-governmental organization (NGO) established in 1991. It envisions a society conducive to economic and socio-cultural development, particularly for poor, vulnerable, and excluded communities. Its mission is to create opportunities and empower socially underprivileged communities.
∎ A consortium of national and local NGOs, led by Shushilan in Bangladesh, is seeking a Chief of Party (COP) for the anticipated Host and Impacted Community Response Activity (HICRA), funded by USAID. This project`s award ceiling is more than $70 million for a five-year period. The activity`s key programmatic areas of intervention include economic growth and livelihoods, natural resources management, water, sanitation, and hygiene (WASH) with an emphasis on access to safe drinking water, and disaster risk reduction (DRR). The purpose of this activity is to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. In this case, host communities refer to the Ukhia and Teknaf upazilas hosting Rohingya refugee camps. Impacted communities include Cox`s Bazar district and communities throughout the three Chittagong Hill Tracts (CHT) districts (Bandarban, Rangamati, and Khagrachari). The inclusion of the CHT districts will allow the activity to address longer-term, less immediate impacts of the refugee crisis related to social cohesion and conflict prevention across the region.
∎ The Chief of Party is a critical position and is subject to approval by USAID as well as project award and funding. This position will be based in Cox`s Bazar, an unaccompanied position for expatriates, although both Bangladeshi and international candidates are encouraged to apply.
∎ The COP is accountable for strategic leadership, management, and technical oversight. This role involves overseeing overall project planning, design, implementation, monitoring, and evaluation, ensuring compliance with Shushilan/consortium and USAID rules and regulations. The COP will provide guidance and supervision to the project team to achieve strategic goals and objectives, ensuring technical quality, efficient resource allocation, and the realization of results.

Job Responsibilities:
∎ Technical Oversight: Ensure all technical requirements align with the project work plan, supervising successful completion of results and deliverables.
∎ Operational Management: Manage operational, financial, and administrative priorities, ensuring compliance with local labor laws, USAID regulations, and Shushilan/consortium policies during budgeting processes.
∎ System Development: Establish or adapt management systems to align with Shushilan/consortium’s standard operating procedures, tailored to the project's needs.
∎ Stakeholder Liaison: Act as the primary liaison between USAID, government counterparts, stakeholders, implementing partners, private sector entities, and Shushilan/consortium’s program management unit.
∎ Risk Management: Identify challenges and risks promptly, guiding necessary adjustments for effective activity implementation.
∎ Annual Planning: Design and oversee an annual project cycle aligned with USAID’s planning cycles.
∎ Results-Driven Approach: Maintain high standards of results delivery, continuously learning from the evidence and adapting for enhanced impact.
∎ Resource Allocation: Ensure efficient, compliant resource planning, focusing on effective risk mitigation measures.
∎ Stakeholder Engagement: Build and maintain productive relationships with stakeholders at all levels and dimensions, including USAID, project partners, and key stakeholders.
∎ Representation: Represent the project at meetings, conferences, and other forums to communicate progress and engage with stakeholders.
∎ Strategic Planning: Collaborate with staff and partners to translate project goals into actionable plans.
∎ Reporting: Oversee preparation of quarterly and annual project activity reports, M&E reports, and other deliverables for transparency and donor compliance.
∎ Team Guidance: Guide team members in fulfilling strategic goals, manage and mentor senior staff, delegate responsibilities, and communicate performance expectations.

Additional Requirements:
∎ Age at least 40 years
∎ Experience: Bring 10+ years of senior experience in international development project management, including previous roles as Chief of Party or Deputy Chief of Party, focusing on economic growth, disaster and environmental risk management, and humanitarian assistance.
∎ Leadership Skills: Demonstrated exceptional leadership in designing, managing, implementing, monitoring, and evaluating similar-sized donor-supported programs in diversified cultural context. Proficiency in strategic planning, management, supervision, and budgeting is crucial.
∎ Project Management: Possess substantial project management experience, including leadership roles, in multi-sectoral and integrated projects/programs with sustainable development outcomes.
∎ Stakeholder Relations: Proven skills in building and maintaining relationships with governments, donors, local organizations, and partners.
∎ Contextual Familiarity: Ideally, have experience with the culture and context of South Asia/Bangladesh/Cox’s Bazar/CHT, and refugee situations and its impact on the host and other communities.
∎ Reporting Expertise: Demonstrate proficiency in narrative and financial reporting of complex projects.
∎ Commitment to Values: Exhibit a strong commitment to Sustainability, Diversity, and Inclusion principles, as evidenced by previous management positions and programming. Show dedication to PSHEA (Prevention of Sexual Harassment, Exploitation and Abuse).
∎ Team Management: Possess a track record of recruiting, developing, and managing staff and teams, with a strong commitment to knowledge-sharing and documentation.
∎ Communication Skills: Maintain excellent oral and written communication skills in English, along with exceptional interpersonal and negotiation abilities.
∎ Adaptability: Demonstrate the ability and willingness to work effectively in challenging operating environments.
